On behalf of The UK Health Security Agency, we are looking for an Economist Inside IR35 for a 6 month contract based Hybrid working (1/2 days per week in London Canary Wharf office and remaining WFH)



The UK Health Security Agency (UKHSA) has been set up to provide health security for the nation by protecting from infectious disease and external hazards. It will need to take action like no other organisation previously in order to mitigate threats to health before they materialise. UKHSA will be a trusted source of advice to government and to the public.



Job Summary:



The UK Health Security Agency (UKHSA) is seeking an experienced economist to support the Science Hub Programme. This programme is delivering modern scientific facilities, including high-containment laboratories, to enhance the UK's health security infrastructure. The economist will play a key role in developing robust, HM Treasury Green Book-compliant economic cases that support strategic investment decisions.



Key Responsibilities:



Lead the development of Green Book-compliant economic cases for the Science Hub Programme. Conduct cost-benefit analysis, options appraisal, and value-for-money assessments. Develop and maintain a benefits framework and register aligned with programme objectives. Facilitate stakeholder engagement to define, quantify, and monitor benefits. Lead economic workshops and contribute to business case development meetings. Draft compelling economic narratives for business case submissions. Provide expert economic input to review panels and strategic discussions. Collaborate with business case leads, finance business partners, cost schedulers, programme manager, SMEs, commercial experts, and stakeholders from DHSC and HMT.

Essential:



Experience working in public health or scientific infrastructure programmes (Essential) Proven expertise in developing HM Treasury Green Book-compliant economic cases. Strong economic appraisal skills, including cost-benefit analysis and impact assessments. Excellent written and verbal communication skills, with the ability to present complex analysis clearly. Experience working on complex programmes with critical milestones. Strong stakeholder engagement and negotiation skills. Ability to work independently and manage multiple priorities under pressure. Knowledge of the commercial lifecycle and public sector governance. APMG Better Business Case (Foundation & Practitioner) certification or equivalent. Ability to influence decisions and drive strategic outcomes. Comfortable working in uncertain and evolving environments.
