Job Description

JRole Purpose



The Operations & Programmes Manager (Learning Pathways & SEND) is responsible for coordinating, leading, and quality-assuring educational and developmental provision within designated pathways, with a specialist remit for SEND practice and statutory compliance. The role ensures delivery meets curriculum frameworks, Standard Operational Guidelines (SOGs), Key Performance Indicators (KPIs), awarding body requirements, and safeguarding standards.



The postholder will lead delivery teams, manage operational processes, monitor learner experience and progression, and ensure compliance with health & safety, safeguarding, SEND policy, and college procedures. In addition to operational leadership, the role requires the postholder to undertake elements of programme supervision and, where required, direct delivery of sessions to support programme continuity, quality assurance, and learner progression.



This role acts as a central liaison between delivery teams, students, support services, local authorities, and senior leadership to ensure high-quality provision, personalised support, and outstanding SEND learner outcomes.



Part 1 - Delivery Responsibilities (Practitioner / Advanced Practitioner)



(Focus: delivering high-quality teaching, coaching, or developmental sessions)

Key Responsibilities



Deliver high-quality sessions that are safe, inclusive, engaging, and aligned with programme specifications and Schemes of Work.

Ensure session plans, assessment records, learner progress trackers, and other documentation are completed accurately prior to delivery.

Maintain delivery standards in accordance with college policies, safeguarding expectations, and professional conduct requirements.

Ensure all required delivery documentation is present and accessible during delivery (risk assessments, registers, IEP/EHCP summaries, planning).

Communicate professionally with learners, parents/carers (where applicable), partners, and colleagues.

Uphold high professional standards including punctuality, attention to safeguarding, flexibility, and positive learner engagement.


Part 2 - Supervising Programme Delivery (Team Leader)



(Focus: monitoring delivery staff, ensuring curriculum fidelity, and session quality)

Key Responsibilities



Ensure staff comply with employment expectations, academic delivery standards, and professional behaviours.

Confirm resources, equipment, and materials are appropriate, safe, and sufficient for planned learning activities.

Oversee lesson planning, learner assessment records, and relevant documentation to ensure accuracy and completeness.

Conduct or coordinate observations of delivery sessions, offering structured developmental feedback.

Ensure differentiation strategies, inclusion, and safe learning practices are consistently applied.

Monitor performance against programme expectations and escalate concerns promptly to senior leaders.


Part 3 - Supervising the Wider Programme (Team Leader)



(Focus: pathway readiness, learner experience, compliance, and wellbeing)

Key Responsibilities



Maintain safe, welcoming, and inclusive learning environments with appropriate signage, information, and accessibility.

Ensure programme structure, schedules, learning time, and progression activities follow approved frameworks.

Oversee health & safety compliance, safeguarding procedures, incident reporting, and learner welfare practices.

Ensure all pathway documentation, Schemes of Work, risk assessments, policies, and guidance are available and understood by staff.

Address learner/parent/carer queries promptly and record follow-up actions.

Maintain regular communication with senior management on pathway status, learner concerns, and operational issues.


Part 4 - Operational Responsibilities



(Focus: managing operational systems, staffing, delivery models, and capacity)

Key Responsibilities



Deliver programmes in line with SOGs, KPIs, curriculum expectations, and compliance standards.

Manage staff deployment, rota planning, timetable coverage, and capacity to ensure uninterrupted delivery.

Monitor delivery staff performance against role expectations and KPIs using approved systems.

Maintain venue usage and compliance including upkeep, logistics, accessibility, and safe environment standards.

Support staff to manage learner engagement, behaviour, and personal development.

Maintain visible leadership presence across programmes to monitor quality, expectations, and learner experience.


Part 5 - Coordination & Organisational Responsibilities



(Focus: resource management, pathway activation, internal partnerships)

Key Responsibilities



Coordinate the activation of new programmes in line with strategic objectives and stakeholder requirements.

Provide regular progress updates to senior leadership on programme performance, risks, and successes.

Manage budgets for pathway delivery where delegated, including procurement and safe stock management.

Implement CPD activity for staff, supporting reflective practice, pedagogy enhancement, and professional growth.

Manage equipment stock, teaching resources, and specialist materials to ensure availability and quality.

Provide operational input to programme proposals, funding applications, and business development where relevant.


Part 6 - Analytical Responsibilities



(Focus: data-driven improvement, quality assurance, and academic reporting)

Key Responsibilities



Complete administrative tasks to maintain accurate programme and learner records.

Analyse attendance, achievement, retention, engagement, and SEND progress data to identify improvements.

Monitor learner progression and implement intervention strategies when risks are identified.

Report pathway performance and contribute to the annual Self-Assessment Report (SAR) and Quality Improvement Plan (QIP).

Support internal audit, external verification, EHCP compliance review, and awarding body requirements.


Part 7 - Performance Responsibilities



(Focus: delivering outcomes, meeting quality standards, achieving pathway KPIs)

Key Responsibilities



Monitor pathway performance to ensure academic, operational, safeguarding, and SEND standards are met.

Lead pre-delivery processes to ensure launch readiness, staff induction, and resource preparation.

Oversee learner outcomes, retention, and satisfaction metrics, ensuring SEND learners achieve aspirational goals.

Support progression routes and destination planning in collaboration with Education, Pastoral, and Support teams.


Part 8 - SEND Inclusion Responsibilities



(Focus: access, personalised support pathways, statutory compliance, and SEND culture)

Key Responsibilities



Ensure learning provision across the pathway is inclusive, accessible, and aligned with SEND policy and statutory duties.

Lead the operational implementation of EHCP outcomes, ensuring planning, pedagogy, and progression activities address identified needs and goals.

Review and translate EHCPs, IEPs/ILPs, behaviour plans, and professional reports into operational delivery plans understood by all relevant staff.

Coordinate personalised support strategies, including reasonable adjustments, assistive technology, sensory regulation approaches, and specialist interventions.

Maintain strong working relationships with SEND Leads, pastoral teams, clinical professionals, and multi-agency partners to support holistic learner development.

Embed Universal Design for Learning (UDL), differentiation, trauma-informed practice, and developmental coaching across all delivery environments.

Oversee allocation and deployment of SEND resources, ensuring staff understand how to implement support strategies consistently in practice.

Monitor SEND learner progress, attendance, engagement, SEMH indicators, and destination data, escalating risks or intervention needs to senior leaders.

Support delivery teams through coaching and CPD relating to neurodiversity, behaviour regulation, accessibility, and inclusive classroom management.

Maintain accurate SEND records, review documentation, meeting notes, and multi-agency communication to ensure compliance with internal and statutory requirements.

Promote a pathway culture grounded in accessibility, respect, equity, and high expectations of SEND learner achievement.


Part 9 - Student Experience & Support Responsibilities



(Focus: wellbeing, pastoral provision, SEND, inclusion, and learner voice)

Key Responsibilities



Oversee attendance monitoring and engagement strategies across the pathway.

Coordinate pastoral interventions, mentoring plans, and academic recovery support.

Lead pathway contributions to EHCP, PEP, SEND, and multi-agency reviews.

Maintain strong relationships with safeguarding leads, pastoral leads, and referral partners.

Implement learner voice activity and ensure feedback informs continuous improvement.

Promote a pathway culture of inclusion, wellbeing, and personal growth.


Part 10 - Other Duties



(Focus: wider organisational contribution and self-development)

Key Responsibilities



Undertake any other reasonable duties as directed by senior leadership.

Maintain a proactive approach to self-development, identifying training needs in operational practice, leadership, and education.

Pay: 28,000.00-34,000.00 per year
