This management role at Redditch Borough Council focuses on overseeing electrical compliance, managing contracts and assets across our 5500 domestic housing properties and 300 of our communal blocks. It includes managing contractor performance, budgets and ensuring we meet all our statutory and non-statutory obligations in respect to all electrical services, including EICR's, repairs, rewires, tv aerials, door entry and security doors, fire alarms, emergency lighting, lifts, laundry equipment and any other associated services. Key Role Requirements
Key Role Responsibilities for the Electrical Compliance Manager at Redditch Borough Council to Drive Strategic Housing Objectives will include:
Leading electrical compliance across domestic and communal assets
- Directly supporting the Council's mission to keep homes safe, well-maintained, and aligned with regulatory standards.
Manage and coordinate contractors delivering electrical and associated services
- Ensuring timely, consistent work that reflects Redditch Borough Council's commitment to quality service and customer satisfaction.
Deliver planned inspection and remedial programmes (e.g. EICRs)
- To mitigate risk and maintain housing stock in line with the Electricity at Work Regulations, contributing to tenant safety and regulatory assurance.
Maintain performance reporting and risk registers
- Supplying senior managers with critical insights that inform compliance strategy and improve housing outcomes.
Support procurement and contract management functions
- Driving value for money while ensuring services meet legal, financial, and customer-facing requirements.
Champion a customer-first approach
- Using feedback and operational data to adapt service delivery and support the Council's goal of empowering residents and delivering responsive housing services.
Develop team capabilities and apply systems thinking
- Aligning day-to-day operations with broader Council transformation initiatives aimed at efficient, collaborative service models.
Skills and Experience
Candidates must meet the essential criteria within the persons specification and demonstrate solid expertise in electrical servicing and compliance, with at least five years of post-qualification experience spanning both domestic and commercial environments.
Essential qualifications include key electrical certifications (C&G 2365, Testing & Inspection 2391/2394/5, and 17th/18th Edition), along with a Health & Safety qualification. Proven abilities in staff supervision, contract and budget management, and project oversight are required, as are strong interpersonal skills, reliability, a proactive mindset, and a clear understanding of health and safety responsibilities. The role demands fluency in systems thinking, the ability to solve problems independently, and a readiness to work flexibly across teams and settings. Candidates must also hold a valid driving licence and have access to a vehicle.
Those with experience in housing property operations, auditing or quality assurance, and broader compliance disciplines will have an advantage. Desirable qualifications include a recognised project management certification and familiarity with council policies and IT systems. Membership in professional bodies and the ability to use data to drive service improvements are also viewed favourably. Candidates who bring a thoughtful understanding of customer care, an aptitude for innovation, and the ability to interpret drawings, instructions, and technical plans will stand out in a competitive field.
