Key Responsibilities:

Planning
and Development:
Developing and updating major incident plans, bespoke plans for Pembrokeshire including COMAH plans including response plans to local incidents under the Covil contingency Act 2004, risk assessments, and business continuity plans.

Operational Response:
Providing a direct input during emergencies and working to anticipate and respond to threats.
+
Partnership Working:
Liaising with and collaborating with other agencies, specifically category 1 and category 2 responders, community groups, and public bodies as part of local resilience forums.

Public Safety:
Playing a key role in protecting and maintaining public safety, anticipating risk, preparation, response, recovery and public engagement
Requirements:

Driving:
A full UK driving license and access to a vehicle at all times.

Out-of-Hours:
Must be able to work outside of normal office hours and participate in an out-of-hours rota.

Background Checks:
A Disclosure and Barring Service (DBS) check and potentially Non-Police Personnel Vetting.

Qualifications/Experience:
Qualifications and experience in emergency planning, civil contingencies and business continuity is essential. Post 16 teaching qualification would also be desirable.
Pembrokeshire County Council is seeking a proactive and dedicated Emergency Planning and Business Continuity Officer to join our Business Development team in the Place Directorate.
We're looking for someone who can:
Key Responsibilities
Support the development and maintenance of emergency plans and business continuity procedures in line with the Civil Contingencies Act 2004.
Work closely with departments across the Council to identify critical functions and ensure robust continuity plans are in place.
Assist in delivering training and exercises to prepare staff and partners for emergency response scenarios.
Contribute to risk assessments and mitigation strategies to protect the community and Council operations.
Keep plans and policies up to date, ensuring compliance with legislation and best practice.
Liaise with category 1, category 2 other external partners, voluntary agencies, and supply chains to strengthen preparedness and response capabilities.
Participate in emergency debriefs and help implement lessons learned.
Stay informed on emerging guidance from professional bodies such as the Business Continuity Institute (BCI) and UK resilience academy.
Support the administration of resources and equipment related to resilience, emergency planning and continuity.
Experience & Skills
Demonstrable experience in Emergency Planning and/or Business Continuity.
Strong communication and collaboration skills, with the ability to work under pressure.
Knowledge of the Civil Contingencies Act and principles of emergency management.
Experience delivering training and working with partner agencies.
Ability to manage time effectively and prioritise critical workloads.
Commitment to flexible working and upholding the Council's values.
Qualifications
Applicants should hold a relevant qualification in Emergency Planning, Business Continuity, or a related field. Equivalent experience will also be considered.
