We are currently seeking a highly skilled and motivated individual to join a premier team of Engineers at the 423rd Civil Engineering Squadron, Royal Air Force (RAF) Alconbury, United Kingdom.
What will be your primary role?
The primary purpose of this position is to facilitate a team of lower graded personnel and technical staff, drawn from a variety of disciplines in the planning and programming efforts of the Portfolio Optimization Element. You will serve as the Energy and Utilities Manager for the installation, utilizing knowledge of mechanical and/or electrical engineering and utility systems, energy consumption, and energy conservation principles and practices. Using best practices and Asset Management principles you will affect a reduction in energy usage in installation facilities through energy audits and the development of energy reducing solutions. You will use your professional knowledge to work large and complex design and construction projects and manage utility contracts, agreements, metering, and utility budget development. In addition, you will provide professional advice on sustainable design and energy efficiency practices and manage Energy Management Steering Group (EMSG) in accordance with Air Force and DoD policies.

You must possess a degree (BTEC Level 6, City and Guilds Level 6, NVQ Level 6 or equivalent) in Mechanical or Electrical Engineering and one year's specialized work experience.
OR
A combination of college level education (HND/BTEC Level 5, City and Guilds Level 5, NVQ Level 5 or equivalent) in Mechanical or Electrical Engineering, and a minimum of three year's specialized work experience in the required field
A Professional registration or license as a Professional Engineer or Registered Architect is desirable
U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) accredited professional certification is desirable.

What are the Key Skills required for this role?
1. Knowledge of a broad range of professional engineering concepts, principles, and practices relating to mechanical and/or electrical systems, design, and/or construction in order to adapt precedents or make departures from established approaches in order to provide for specialized engineering and energy management requirements.
2. Knowledge of facility systems, i.e., heating, ventilation, and air conditioning; lighting; plumbing; building envelope; and central utility systems; knowledge of energy management/conservation program development and renewable energy systems.
3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; program planning and budgeting cycles, financial control and budget systems, and management; and environmental principles, practices, procedures, laws, regulations, and current legislative issues.
4. Skill in using information systems to conduct life cycle cost analysis, energy use modeling, and other tools to effectively accomplish assigned functions.
5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; and communicate effectively, both orally and in writing.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and maintain good working relations.
What are the conditions of employment for this role?
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing.
6. A valid motor vehicle operator's license (Category B) is required.
7. Your hours of work will be 37.5 hours per week on a fixed schedule (Monday-Friday 0800-1630) where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies.
8. Inspections may be conducted in "hard-hat" areas and may require walking, bending, climbing, and stooping. Some worksites may involve exposure to environmental hazards and require normal safety precautions.
9. U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) accredited professional certification is desirable but not required for this position.
10. Professional registration or license as a Professional Engineer or Registered Architect is desired but not required.
11. You must obtain and maintain the appropriate security clearance.
