Job Description


Looking for a The Energy & Sustainability Lead who will be responsible for achieving decarbonization objectives outlined in our Asset Management Strategy. They will effectively manage utilities contracts/suppliers and ensure compliance with contract management procedures. They will also handle billing arrangements for communal systems to meet Heat Network (metering and billing) Regulations 2014.

Responsibilities:

-Support the Head of Assets in developing and implementing the Decarbonization Strategy in alignment with the Asset Management strategy.

-Identify and secure investment opportunities through funding streams like Social Housing Decarbonization Funding and ECO funding.

-Oversee energy efficiency modeling systems and tools, including Parity Projects, to support bids and enhance understanding of housing stock.

-Design and review decarbonization proposals to ensure strategic objectives are met and compliance with PAS 2035.

-Manage procurement and supervision of retrofit work, ensuring contractors and consultants possess appropriate third-party accreditation and maintain quality control.

-Coordinate with Asset Manager and planned delivery teams to align retrofit projects with other investment programs for minimal disruption and maximum value.

-Evaluate the impact of decarbonization works, conduct monitoring and post-occupancy evaluations, and incorporate learning into future projects.

-Provide regular updates to Senior Management and Board committees on decarbonization and energy billing programs.

-Stay updated on relevant legislation, regulations, and building performance targets to ensure best practices and customer engagement.

-Explore innovative approaches to delivering services that offer high quality and value for money.

-Promote and publicize energy efficiency and decarbonization initiatives to residents and lead initiatives for energy saving and addressing fuel poverty.

-Provide training, guidance materials, and information on energy efficiency and decarbonization to various audiences.

-Assist the Property Data Officer in maintaining accurate energy performance information on the property portfolio.

-Support the Finance and Customer Services Team in managing energy billing arrangements and service charge information.

-Collaborate with third-party and Local Authority Partners to develop and implement capital investment in energy efficiency projects, ensuring stakeholder engagement, performance management, partnership working, and customer satisfaction.

Qualifications and Certifications:

-In-depth understanding of PAS 2035, 2030, and other relevant legislative and regulatory requirements related to decarbonization in the social housing sector.

-Detailed knowledge of the Heat Network (Metering and Billing) Regulations.

-Familiarity with relevant building regulations for all types of domestic dwellings, including high-rise developments.

-Experience and knowledge of Energy Performance Certificates (EPCs) and the SAP regime.

-Demonstrated success in writing tenders and bids to a high standard.

-Excellent analytical skills to grasp and communicate key points effectively.

-Strong written and verbal communication skills, capable of conveying complex information concisely and compellingly.

-Experience working collaboratively within and across teams, including internal and external partners.

-Understanding of the funding framework for social housing decarbonization.

-Proven track record in budget management and contract performance.

-Expertise in procurement and project management of energy and sustainability property-related projects, including contractor and consultant management.

-Proficient in Microsoft Office, particularly Excel and Access.

-Experience in collecting, managing, and developing data for report writing and using analytical skills to shape policy and services.

-Knowledge and experience in managing energy providers and procuring energy.

-Experience in managing and motivating staff to achieve organizational objectives.

-Relevant professional/technical qualification or experience in the energy/sustainability field.
