Enforcement Officer

Romford, ENG, GB, United Kingdom

Job Description

Role Purpose

We are looking for a proactive and community-focused

Enforcement Officer

to join a frontline team dedicated to keeping neighbourhoods safe, clean, and welcoming.

In this varied role, you'll undertake a wide range of enforcement activities -- from tackling rough sleeping and anti-social behaviour to investigating environmental offences, public nuisance, highway infringements, and licensing issues. You'll patrol borough areas, work with partners like the police and fire services, and act as an ambassador for the local community.

Key Responsibilities

Carry out high-visibility patrols and enforcement activities to address crime, disorder, nuisance, environmental crime, highway offences, and other public safety concerns. Respond to service requests, complaints, and Member enquiries -- investigating civil and criminal matters and taking appropriate enforcement action. Work closely with the police, fire, council services, housing providers, and other partners to tackle local issues and maintain public safety. Gather evidence, interview witnesses, prepare legal case files in line with PACE and CPIA, and give evidence in court if needed. Operate as part of a flexible, multi-agency team, undertaking lone patrols on foot or by bicycle (training and uniform provided). Maintain accurate records, case files, and data in line with service requirements and data protection rules. Attend ward and community meetings, acting as a visible point of contact for residents and partners. Respond to emergencies and act as a Local Authority Liaison Officer (LALO) when required. Take part in relevant training and maintain up-to-date knowledge of legislation and enforcement powers. Ensure health and safety, equal opportunities, and customer care standards are met at all times.

Key Requirements

Essential:

Recent experience in enforcement, investigation, or a similar frontline environment. Confident dealing with the public in diverse urban settings. Good knowledge of relevant legislation, including the ASB Crime & Policing Act 2014, Crime and Disorder Act 1998, PACE 1984, CPIA 1996, Environmental Protection Act 1990, and Highways Act 1980. Understanding of court procedures and ability to prepare case files for civil and criminal proceedings. Commitment to upholding data protection, confidentiality, and equalities policies. Good literacy, numeracy, and IT skills for report writing and record keeping. Strong problem-solving skills and the ability to work independently and as part of a team. Flexibility to work shifts, including evenings, nights, weekends, and public holidays. Willingness to patrol outdoors in all weather conditions. Enhanced DBS clearance (required). Possession of a full manual driving licence (provisional licences not accepted). Ability to pass or work towards Community Safety Accreditation Scheme (CSAS) accreditation and vetting.

Desirable:

Experience using body cams, radios, and relevant enforcement tools. Prior training in personal safety/conflict resolution.

What We Offer

Dynamic, hands-on role with real community impact. Comprehensive training and career development to support progression within the grade structure. Uniform, equipment, and relevant patrol training provided. Collaborative working with multiple agencies and stakeholders. A supportive team culture that values professionalism and visible community presence.

Shift Pattern

This role requires flexibility: you'll work a rotating shift pattern, which includes evenings, nights, and weekends

(including two weekends per month)

to meet service demands.
