Job summary




Reporting directly to the Head of Site Engineering and Security, the Engineering Manager is responsible for the UKHSA maintenance and plant managers who oversee the UKHSA engineering management of assets and plant maintenance regimes to provide the engineering oversight for a large and complex scientific research facility in Porton, Wiltshire. The nature of the positions dictates that this position is site based.


The Engineering Manager will:

Provide senior technical advice to support the mechanical and electrical labour force in their daily operations. Additionally, the Engineering Manager is expected to contribute to the wider EEF team to inform future engineering strategy and decision-making. The key job objectives are:

Adhere to the Engineering Policy and maintain compliance. Engage in the coordination of technical and admin support activities including but not limited to, installation, repair, preventative maintenance and equipment upgrades Provide input to strategic decisions that affect the engineering equipment function in relation to projects and wider UKHSA developments Oversee the implementation and maintenance of policies and procedures for designing/developing equipment and ensure they comply with UKHSA policies Strategically improve equipment used within the department by analysing current performance levels and conducting extensive repairs on existing equipment Communicate proactively and professionally with customers and stakeholders at all levels

[list=ul][li]Manage a programme of planned preventive maintenance and repairs[/li][li]Manage the response to reactive maintenance work in accordance with procedure and service levels.[/li][li][color="black"]Maintain safety and compliance in the delivery of maintenance and engineering services and ensure health and safety requirements are clearly communicated and diligently applied.[/color][/li][li][color="black"]Develop risk assessments and method statements.[/color][/li][li][color="black"]Constantly assess risk through a process of recording and escalation [/color][/li][li]Conduct competency assessments to ensure Authorised Person[s] supplied by hard services contractor comply with legislation.[/li][li]Support the Head of Site Engineering and Security in managing repairs ensuring site rules and protocols are complied with, quality of work is an acceptable standard, and accepting operational responsibility from the contractor.[/li][li]Implement and maintain infrastructure resilience and incident planning to ensure critical service and business continuity is adequately supported.[/li][li]Collate information and data and provide periodic performance reports to the Head of Site Engineering and Security. [/li][li]Develop lead and motivate a managerial and supervisory team and ensure consistent and optimum performance of their duties.[/li][li]Support external auditors such as the Health and Safety Executive to provide assurance of engineering and maintenance compliance on the estate.[/li][li]Attend meetings where necessary and liaise with PHE stakeholders and customers, contractors, consultants, design/project team and external organisations as required.[/li][li]Provide a responsive service as required in respect of unplanned or emergency situations requiring technical expertise and advice which may impact on critical operations or service delivery.[/li][li]Act as deputy to the Head of Site Engineering and Security. Person specification



Essential role criteria



Degree in Engineering, Engineering Management or an equivalent qualification in the same or similar qualification in Mechanics or another subject relevant to the role (NVQ /C&G or HNC/ONC) Relevant experience in a similar supervisory/support role Proven track record of a career in an engineering field. Substantial experience within a senior estates engineering and maintenance management role along with detailed and current understanding of complex maintenance and engineering installations, their operation and maintenance and associated health and safety requirements. Proven ability to lead and motivate teams Experience in preparing engineering technical documentation including diagnostic reports, SOPs, management reports, risk assessments and method statements, and incident reports Demonstrated experience of commissioning engineering systems, witness testing and commissioning, snagging and handover/ acceptance of new assets from main contractor to the client. Experience of managing risks and reporting Knowledge of health and safety legislation and compliance requirements Risk-based prioritisation and ability to multi-task effectively, delegating where appropriate Ability to solve problems and summarise complex problems, identify and recommend timely and realistic solutions to your line manager and other senior stakeholders as may be required Interpersonal skills, able to build effective working relationships at all levels and between organisations, building coalitions of the willing and able Meticulous attention to detail Communication skills with ability to communicate clearly in verbal and written form with direct reports, line manager and other stakeholders at all levels An understanding of and commitment to equality of opportunity and good working relationships

Desirable role criteria:



Experience in an engineering operational role in a regulatory industry with particular experience of regulatory audits to ensure compliance Experience of successfully leading a variety of major specialist engineering initiatives Demonstrated experience of contract management. Knowledge of project management principles, techniques and Microsoft Project Organisational skills and ability to scan the horizon, anticipating future challenges and mitigating actions

Eligibility Criteria - External

This role is being offered as office/lab based at our site in Porton.


If based at one of our labs, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Security Clearance Level Requirement




Successful candidates must pass a disclosure and barring security check.


Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work Security Check (SC) clearance.
