As an Engineering Training and Development Manager, you will oversee the competence assessment, mentoring and development of engineering fleet colleagues, ensuring full compliance with Railway Group Standards and East Midlands Railway's competence management systems. You will play a key role in maintaining safe fleet operations by upholding robust assessment standards, supporting assessor capability, delivering the Fleet training plan, and investigating and reporting any lapses in competence.
Key responsibilities include:
Safety, Compliance & Competence

  • Lead the development and continuous improvement of the EMR Fleet Competence Management System (CMS), ensuring compliance with legislation, Railway Group Standards and EMR requirements.
  • Ensure CMS processes, procedures and systems remain fully documented, up to date and effective in supporting EMR's Safety Certificate.
Training, Capability & Performance
  • Set and deliver the fleet training strategy, embedding training requirements within the CMS to maintain competence and regulatory compliance.
  • Monitor fleet competence through KPIs and reporting, using insight to drive improvements in skills, performance and safety.
  • Work with local management to use competence data to support succession planning and workforce development.
Assurance, Systems & Continuous Improvement
  • Provide governance of CMS systems and lead the introduction of an industry-leading competence management solution within Fleet Engineering.
  • Lead assurance activities including audits, investigation reviews and oversight of external suppliers, ensuring any competence risks are identified and addressed.
  • Represent EMR at industry competence and assessor forums, sharing best practice and maintaining strong professional networks.
Leadership & Support
  • Act as an On Call Engineer, providing technical support outside normal working hours.
  • Ensure all activities align with EMR's sustainability and environmental commitments.
About you
Essential
  • HNC or HND in Mechanical or Electrical Engineering, or equivalent practical experience.
  • Proven engineering experience within a railway or rolling stock environment.
  • Good working knowledge of competence management systems and relevant railway standards.
  • Sound understanding of traction and rolling stock, ideally including fleets similar to those operated by EMR.
  • Ability to interpret data, identify issues and present clear, practical solutions.
  • Strong analytical and process-driven approach, with good IT skills including Microsoft Office.
  • Effective communication and interpersonal skills, enabling collaborative working across functions and depots.
  • Qualified to a minimum of Internal Auditor level, or willing to work towards this.
  • Able to act as an On Call Engineer and provide technical support outside normal working hours.
Desirable
  • Experience providing professional or functional leadership across multiple depots.
  • Experience supporting or overseeing assessors and internal verifiers within a CMS framework.
  • Knowledge of vehicle recovery techniques.
