About the role
Governments around the world have set climate goals, but often struggle to implement them. Creating rigorous, cohesive, and resilient rules for a net zero-aligned economies is an unprecedented, whole-of-government challenge. Policy and regulatory responses are often multi-level, multi-domain, multi-jurisdiction and highly technical. The Oxford Climate Policy Monitor, one of the key outputs of the Oxford Climate Policy Hub at the University of Oxford, responds to this challenge. Through systematically mapping and analysing emerging climate rules with sufficient granularity to inform policy choices, the project seeks to support policymakers, researchers, advocates, and others to close the "implementation gap."
The Oxford Climate Policy Monitor offers an annually updated, open-access mapping and expert assessment of different regulatory domains' alignment to net zero around the world. Actors across the ecosystem - governments, international organisations, regulatory bodies, judges, NGOs, and private sector parties - have long asked for such a resource, but the financial and practical obstacles to create it proved insurmountable. The Monitor is powered by a global network of law firms providing pro bono legal research to map and analyse climate related rules across 30+ jurisdictions and six domains.
Alongside a team of leading academics, the Executive Director will support the Hub to ensure the Climate Policy Monitor is a world-class resource for researchers, policymakers, and legal practitioners interested in aligning law and policy with climate ambitions. They will be responsible for building and maintaining a dynamic Legal Expert Network by fostering relationships with existing members, recruiting new firms, and organising engagement events with key stakeholders. A central focus is driving collaborative, high-impact projects that leverage Monitor data in targeted policy areas.
You will also support the development of the Monitor's digital and operational infrastructure, contribute to major outputs like the website and stocktake report, and ensure engagement with key audiences to drive meaningful impact. Additionally, you will be involved in identifying trends in legal and climate policy, supporting strategic direction, and contribute to fundraising efforts by nurturing relationships with funders and volunteers.
This is a fixed-term, two-year contract and while this role has a wide set of responsibilities, we are open to considering candidates seeking part-time employment.
About you
You will possess strong leadership and management skills, with the ability to self-direct within a small team while coordinating a broad network of law firms and stakeholders. A deep knowledge of the legal landscape and profession is essential, alongside a strong understanding of climate policy across diverse jurisdictions.
You will be excited to apply your legal expertise in a new and meaningful way, contributing to impactful, policy-relevant academic work. While no postgraduate qualifications are required, an interest in supporting academic research that drives real-world outcomes is crucial.
With a demonstrable commitment to diversity, equity, inclusion, and environmental justice, you will possess excellent interpersonal and communication skills, strategic thinking, and effective project management, as well as a genuine enthusiasm for global relationship-building. This combination of skills will allow you to be as equally comfortable engaging with senior policymakers and legal professionals as you are handling day-to-day operational tasks.
