The starting salary is 38,926, which includes allowances totalling 2,928.
The salary is broken down as 35,998 basic salary, which will increase annually until you reach the top of the scale 38,523 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

The Counter Terrorism Policing Headquarters (CTPHQ), on behalf of government and the National Police Chiefs' Council (NPCC), ensures that the Counter Terrorism (CT) network has the funding, capabilities and resources it needs to effectively deliver the Government's counter terrorism strategy (CONTEST) and to keep people safe from terrorism. It does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially, the HQ represents CT Policing's interest within government and with wider stakeholders - ensuring that the policing contribution to CONTEST is both understood and appreciated.
The Strategic Finance Pillar in CTP HQ is responsible for:
Delivering and embedding a coordinated finance and assurance framework for CT Policing.
Ensuring that CT Policing achieves value for money and maximises the value from the services it delivers, whilst meeting the needs of the business.
Providing strategic and operational financial advice to both CTP HQ and the National CT Network to ensure that investment decisions are robust and support strategic priorities.
Job Purpose
The post holder will be responsible for working with Strategic Finance to deliver and embed a co-ordinated finance business partnering function for CT Policing, aligning counter terrorism financial activity extended across four broad areas in support of the Government's National CONTEST strategy.
Main areas of delegated responsibility will fall across the following strategic and functional areas:
Financial Management, Audit & Assurance
CT Policing Grant Management and Allocation
Protective Security Grant Management and allocation, and
Third Party Contracts
Key Responsibilities
The Assistant Accountant will support Strategic Finance working alongside colleagues throughout the Metropolitan Police Service (MPS)/CTPHQ, Corporate Finance, Strategic Procurement, Shared Support Services and the distributed National CT Policing network. Ensuring that CT Policing achieves value for money and maximises value from the services it delivers whilst meeting the needs of the Business. Timely analysis of actual results and forecasts, discussing options to ensure the organisation achieves its operational goals, whilst reducing and improving performance.
This will include:
Building relationships with business areas and service delivery leads, including the National CT Network, and external partners, ensuring that the Finance function works effectively and efficiently within CTP HQ, the MPS, the Specialist Operations Business Group and across the CT network.
Provision of financial information, including funding letters, reports and financial statements to all those that require it.
Monitoring and quality assuring the quarterly forecast commission provided by the National CT Network, identifying key risks and opportunities affecting CT/PS objectives.
To assist with the preparation of accurate, timely and understandable financial information for budget holders within CTPHQ, Specialist Operations (SO) and other stakeholders to support decision-making and enable them to deliver their accountabilities effectively.
Ensure journals, receipts and payments are made in line with MPS accounting principles and processes.
Supporting the Finance Business Partners by preparing and providing financial information as directed and to assist in the preparation of accruals/journals/overtime and other month end tasks.
Monitoring SSCL transactional services and interrogating MPS systems as necessary. Liaising with Shared Service Centre, Human Resources and Local Support Services colleagues as necessary.
Assist in providing information and advice to internal and external stakeholder groups, such as MPS Business Groups and National CT colleagues.
Attending meetings and mandatory training/briefings as appropriate.
To undertake any other appropriate functions as required by CTPHQ Strategic Finance.
Providing data in support of ad-hoc projects as directed.
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Professional/External Qualifications
Desirable:
AAT or part qualified CCAB accountant with a willingness to complete professional accountancy studies.
Advantageous:
NVQ in accountancy or other business related subject

Excellent interpersonal and team working skills with the willingness to support others and share ideas
Ability to support in setting budgets, forecasts and monitor spend

Ability to support the MPS monthly financial cycle including journals, invoicing and Third Party Contract financial statements
Strong ICT skills including Excel & Word
Highly motivated, taking a proactive approach to work including a strong desire to meet deadlines and deliver quality products
Highly organised and methodical understanding of accounting and financial planning requirements of a public authority
Ability to work autonomously
Experience
Experience of supporting the activities that lead to advising and guiding business decisions and frameworks in order to ensure compliance, manage risk and support governance arrangements.
Experience in providing financial support, including financial management, planning, budgeting, forecasting and reporting.
Experience of working with various stakeholders within a large organisation, managing expectations and dealing with conflicting deadlines.
Desirable:
Understanding of accounting and financial planning requirements of a public authority.
Experience of working in a challenging, change driven environment.
