About the Organisation:
As a long-term endeavour, the South East Wales Corporate Joint Committee trading as Cardiff Capital Region (CCR) is built on a functional economic geography that is constantly adapting to tackle the big industrial, public policy and societal challenges of the day.
With the emphasis on ongoing self-evaluation, impact delivery and long-term benefits realisation, the team in CCR is determined to make a real difference to the lives of the 1.5m people who live and work in this Region and to the businesses here that generate over half of Wales's GDP. Based in the new and highly stimulating Spark Building, owned by Cardiff University, CCR's efforts span the ten councils of South East Wales, the UK and increasingly, a global stage.
Our ambitions of shared prosperity, increasing productivity, and developing a greener and fairer economy underpin our central vision of inclusive growth - ensuring every community within the ten local authorities of our Region has access to opportunity and can reach their potential.
Everyone at CCR has a role in fulfilling these ambitions. By joining our organisation, you are contributing to our mission of creating a competitive, connected, and resilient Region through the delivery of strategic interventions that nurture social and economic well-being throughout South-East Wales.
About the Job:
Working closely with the Head of Finance, the initial focus of this role will be to lead on CCR's Finance Business Partnering (Management Accounts) function. The successful candidate will oversee CCR's financial accounting, reporting and internal control environment, ensuring that all internal and external reporting requirements (including statutory duties) are met.
Success in this post will require the postholder (who will be directly responsible for 2 members of staff) to lead and take ownership of the performance monitoring and reporting processes, provide up to date information at Project, Programme and Portfolio levels to a range of internal and external stakeholders, whilst developing key working relationships at every level of the organisation. The successful postholder will:
Lead on the preparation of the monthly board pack aimed at providing up-to-date information at Project, Programme and Portfolio levels to a range of internal and external stakeholders on all CCR activity, as set out in the Annual Business Plan.
Support the Head of Finance on all performance monitoring and reporting meetings, establishing key relationships with the Regional Cabinet, UK and Wales Governments and to understand the political environment in which CCR operates, having regard to the core principles of democratic legitimacy.
Support the Head of Finance in providing financial advice and support to the CCR Senior Leadership Team and wider team, including input to the financial elements of reports to the Regional Cabinet, its Sub-Committees and Advisory Boards.
To continually update the Wider Investment Fund resource allocation position, as business cases are approved and implemented.
To produce financial models where necessary to support the Innovation & Investment Framework and prepare key financial reports and information for CCR's Investment Board.
Deputising for the Head of Finance, as required.
Supervision and management responsibilities for the Finance Business Partnering (Management Accounts) aspect of the overall CCR Finance Team.
What we are looking for from you:
An experienced Finance Business Partner, operating at a senior level of a similar public/private organisation, overseeing the smooth running of all day-to-day financial systems and processes. You will be an effective, proactive, and committed member of the Finance Team, capable of building key relations at every level of the organisation. A self-starter with strong problem-solving skills, who will take responsibility for ensuring that our customers and stakeholders receive a seamless, first-class accountancy service.
This is not your average Finance Business Partnering role; each day is different here. You will be skilled at communicating with a range of internal and external stakeholders.
Educated to degree level and hold a relevant financial qualification, i.e. CCAB part qualified or qualified AAT. Full Accountancy/financial qualifications, i.e. CCAB qualified, will be an advantage, along with evidencing Continuous Professional Development.
Experience of working in complex environments and with multiple stakeholders to provide relevant, timely and concise information that evaluates progress, whilst informing and shaping the way forward.
What we can offer you:
A competitive salary and option to join the Local Government Pension Scheme
A generous annual leave allowance,
Flexible and agile working arrangements,
Professional development opportunities and
A rewarding, challenging career straddling both the public and private sector accounting environments
