Full-Time - Monday-Friday 9 am - 5 pm

This position is based in Brighton, East Sussex

Overview of the Role



Working closely with the Finance Officer to assist with the day to day administration of the rent control system. You will manage a caseload of client finances, for instance, but not limited to, the administration of DWP / Housing Benefit claims and any other paperwork deemed necessary.

Key Responsibilities


1. Complete end-of-week paperwork and return it weekly to the Finance officer.
2. Attend both the YMCA Brighton monthly Finance and the Finance Group meetings.
3. To liaise with the Head of Finance, providing regular updates around arrears performance and actions taken to improve.
4. Complete entry paperwork on the day the resident moves in. Send completed paperwork to Housing Benefit/Third Party Deductions as necessary ensuring a payment plan has been set up for payment of rent/service charges.
5. Complete all paperwork upon the resident leaving YMCA Brighton accommodation, e.g. cancellation of housing benefit, third party deductions, council tax, etc.
6. Meet with residents to collect rent/service charge payments and issue appropriate receipts and address any arrears using a repayment plan. Secure all monies collected and bank receipts in a timely way.
7. Advise Housing Benefit and DWP of any increases/decreases to accommodation charges/personal service charges
8. Respond to any queries from Housing Benefit/Third Party Deductions departments.
9. Assist residents with completing any health benefit or other forms to ensure they are receiving the optimum benefits they are eligible for.
10. Monitor residents rent accounts on the rent programme and highlight any arrears to management and key workers.
11. Monitor resident's rent accounts for any Housing Benefit/Third Party Deductions or DWP anomalies/cancellations and rectify/reinstate and advise resident & management staff.
12. Meet with any resident requiring assistance with completing any benefit forms, collect any supporting information, and send by recorded delivery with covering support letter.
13. Assist residents to obtain identification documents.
14. Enter new residents on the CORE.gov system as necessary.
15. Issue residents with keys / manage the key system.
16. Use Bthink to update clients' information and provide administrative support to keyworkers.
17. Undertake any other duties that the management team may consider reasonable.
18. To follow YMCA Brighton's policies and procedures at all times, including, but not only, those relating to EDI, Health and Safety, Safeguarding, and Data Protection and Confidentiality. To respond to all reasonable instructions and guidance as these procedures develop further.
19. In line with GDPR and Confidentiality, clients, volunteers, and/or staff information is confidential. It is a condition of employment that you will not use or disclose any confidential information obtained by data protection legislation.
20. All staff have a duty to safeguard and promote the welfare of clients. You have a duty to ensure you are familiar with safeguarding policies, attend safeguarding training, and know who to contact if you have concerns about an adult's or child's welfare.
21. Adhere to YMCA Brighton's Code of Conduct and policies relating to diversity and inclusion at all times.
22. Participate in personal supervision.
23. To undertake and complete all required training, both face-to-face and online, through ME Learning.
24. To co-operate with all the Association's management accountants / internal auditors as required from time to time.

Knowledge and Understanding



A clear understanding of confidentiality issues.
A clear understanding of boundaries to worker/client relationship.
Understanding of, and sensitivity to, the potential needs of homeless/vulnerable clients.
A clear understanding of welfare benefits/welfare reform and the impact of these upon transitioning to work.
Understanding of Finance and a willingness to learn how to use the rent management system.
Knowledge of housing/ mental health/ community care services and processes.

Experience



Experience in a similar setting is desirable but not essential to this post. It is more important that applicants demonstrate the skills necessary for the role.
Experience of providing advice and/or creating support plans.
Experience gained within a housing, support or residential environment.
Experience of liaising with outside agencies/ professionals.

Skills and Abilities



Strong organisational and time-management skills
Ability to produce clear written reports, records and letters aimed at a varied audience
Ability to communicate effectively with a wide range of clients, outside agencies and visitors.
Ability to work to own initiative and within a team.
Computer literacy to 'Word' level or willingness to develop these skills.
Ability to manage problematic, pressured or challenging situations
