If so, we have an exciting opportunity for a Fire Statistician to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you!
The post is likely to suit statisticians or generalists with good analytical skills, possibly looking to move into the statistics profession, owing to the mix of data collection, analysis and data science work. The post offers a mix of work relating to the collection of data (including working with fire and rescue services), the processing of data and publication of statistics, as well as the opportunity for project work both on data development and data analysis. The team uses data from the Incident Recording System (IRS), which fire and rescue services (FRSs) complete for every incident attended. We process and analyse the data to produce various Accredited Official Statistics publications, answer Freedom of Information requests and develop the evidence-base for decision-making. With the transition to a new data collection system, the team are developing the content of the publications to reflect new and emerging risks. We work closely with policy and FRSs to understand the working environment and ensure the evidence-base is developed to meet the needs of our users. Job description
Key responsibilities include but are not limited to:
Lead the collection, analysis, and production of quality and timely statistics to feed into high-profile Official Statistics publications.
Effectively communicate to build relationships with data suppliers ensuring data collections are accurate and reliable.
Work within the fire analysis team to develop the evidence-base to support decision making, transparency and ad-hoc requests.
Develop and upskill in SQL and R ensuring the team is utilising modern data science tools; working with reproducible analytical pipelines (RAPs) to streamline processes and improve dissemination.
Use your communication skills to support dissemination including supporting policy colleagues to use analysis effectively.

Person specification
Essential criteria
To be eligible to apply, you must either be an existing badged member of Government Statistical Group (GSG), or meet the entry criteria outlined under the selection process details or in the attached guide for analytical candidates.
Experience working with different types of data, including working to validate, quality assure and process data to produce robust outputs.
Strong foundation of analytical skills, preferably with some experience of using Excel, R, SQL or similar tools to produce summary statistics.
Experience in effectively disseminating data and/or information to meet the needs of a range of different users.
Experience in planning and prioritising work, so as to work independently and as part of a team.
Effective verbal and written communication skills, which you can leverage to work effectively in a team and develop and maintain relationships with stakeholders and data suppliers.
Desirable criteria
It would be advantageous if you have previously worked on Official Statistics publications.
Experience in software such as SQL and R would be beneficial.
Advanced Excel skills would be useful.

Selection process details
Candidates who successfully pass the initial filter and eligibility questions will be asked to confirm which of the analytical professions they belong to or are applying to be part of. This information will be used to progress successful applications to the appropriate professional checks element of the process.
Existing civil servants who are currently a member of one of these professions will retain their professional membership in this role. Applicants on promotion will be assessed for promotion within their profession as part of the selection process.

Entry Qualifications
The entry qualifications are listed below. Please list FULL details of your degree in your application form.
Government Statistical Service (GSS):
a first or second class honours degree in a numerate subject (2:1 minimum for Assistant Statistician and 2:2 minimum for Statistical Officer) containing at least 25% taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
or
a higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
or
have worked in a statistical or data science field and are able to demonstrate Continuous Professional Development (via a log book) in statistics or data science at the same level as a foundation degree or Higher National Diploma (level five)
or
have achieved or are on track to achieve a level four apprenticeship including at least two years in a statistical or data analysis field in government and are able to demonstrate Continuous Professional Development in statistics or data analysis (via a log book signed off by a manager or mentor who are members of the statistical profession)
Entry Test:
Candidates who
ARE NOT
members of the Government Statistical Service (GSS) will be invited to sit the Government Statistical Services Test. This is the first part of the GSS membership process and you must pass this test for your application to progress to the next stage of the recruitment process.

Statistics: Presenting and disseminating data effectively
As part of our pre-employment checking process, we will be using your CV to confirm your job history. Please note that by providing us with your CV you are consenting to us using the information enclosed as part of the checking process. Unless stated otherwise in the advert, your CV will not form part of the assessment but will be used for information purposes and only shared with the panel at interview stage.
Our application system is designed to remove as much bias as possible from the recruitment system - this means that a hiring manager does not know your name, your details, see your whole application in one go (or have your CV at review stage unless stated otherwise).
Your answers are randomised and chunked up. This means that each assessor views sets of responses to each question rather than seeing a candidate's full application. The science behind this is that recruitment can be subject to ordering and fatigue effects and we want to reducethis as much aspossible.
Most of our campaigns utilise multiple assessors and so it is possible that each of your answers would be viewed by different assessors.

There is a 250 word limit per question.

HEO salary
The salary for this role is
37,170 (London) or 33,787 (National).
For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.
Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation's terms and conditions.

Reserve List

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
