Job summary




This is a brigaded campaign, representing two or more divisions across the Health and Safety Executive. A summary of these divisions is below:

Human Resources Division (HRD)

OD&D:

This role sits within HSE's Human Resources Division and is part of the wider HRD Organisational Development & Design (OD&D) team. The OD&D team provide Organisational Development training priorities that support our HSE People Plan.


Working in our OD&D team you will provide support for all Corporate wide Learning & Development (L&D) opportunities and play a key part in the successful execution of these activities. You will be responsible for providing administration support to a wide range of training programmes / interventions (Face to face and virtual events) as well as pre, during, and post support to ensure successful delivery, using a variety of applications, including HSE's Learning Management System. The role is also crucial to the payment of invoices in relation to external training activity across the business. You will engage with internal and external stakeholders and maintain accurate training records. You will also provide support, direction, and guidance to internal colleagues on the L&D opportunities available. You will join a supportive environment that encourages personal development and career progression, helping you gain an overarching understanding of the various functions within HSE.

Chemical Explosives & Microbiological Hazards Division (CEMHD)

- CEMHD comprises eight Units regulating health and safety across onshore major hazard industries. This is an exciting opportunity to join us as an Administrative Officer working as a member of a Divisional Business Support team within our Bootle office. You will contribute to the important work we do, working closely with your colleagues to deliver the key responsibilities of the post. You will oversee support for CEMHD's frontline colleagues, processing notifications and applications on receipt in addition to processing RIDDORs, monitoring email accounts, answering queries and gathering information for different requests.

This post requires SC clearance.




Please be advised that while you may state your preferred Division, offers will be made in merit order and therefore we cannot guarantee your preference.


Additionally, offers made from the reserve list will be job matched at the same discipline and salary band, however, may not be restricted to the Divisions listed above.


Please note that due to the Apprenticeship component, part-time hours are unavailable for this role.

Job description




We have two opportunities for Administrator Apprentices to join HSE, where you will undergo a Business Administrator Level 3 Apprenticeship.

You will contribute to the delivery of HSE's Strategy and plan of work by undertaking a range of business support tasks and processes, in direct support of both front line and other HSE staff, including providing support to other parts of HSE, on both a local and national basis. You will do this by:

Providing a sound administrative support to your wider team to meet business objectives, this can vary from responding to email queries in a timely manner, ordering supplies or managing inboxes and itineraries. Working with division-relevant systems and programmes ranging from Microsoft Word and Excel through to HR systems. Providing a consistently good customer service, ensuring any queries are dealt with in a timely manner. Providing assistance to your colleagues on any projects and work activities. Overseeing compliance in regards to any data entry/management such as updating and handling sensitive records and information. Liaising with internal and external stakeholders, including candidates when required.

Apprenticeship Information




This is a development role so to be eligible to apply, the training and development you receive must provide you with significant new skills and learning. This is an essential requirement for apprenticeship funding and means you must not already hold a similar or higher qualification, be working towards a similar or higher qualification, or be significantly experienced in the Business/Business Management/Business Administration modules.


If you hold a similar or higher qualification or are currently working towards a similar or higher qualification in the Business/Business Management/Business Administration modules, any offer of employment will be withdrawn.

In addition you must:



Be aged 16 or over (there is no upper age limit). Have the right to work in the UK and have been ordinarily resident in the UK/EU/EA for 3 consecutive years before starting the apprenticeship.

, in line with the Department for Work and Pensions (DWP) HSE has agreed that it is a learner-led decision to complete Functional Skills (Level 2 Maths and English). This means that if you cannot evidence you have this already, you now have the option to complete the Functional Skills or opt-out if you prefer. We wish to encourage learners to continue with Functional Skills, especially if you feel it would be beneficial in improving your literacy or numeracy skills or it may be helpful for your future career ambitions to have an English and Maths qualification but for this pathway it is not mandatory.

For candidates aged 16-18

: you will be required to provide evidence of a level 2 equivalent qualification in Maths and English (i.e., GCSE Grade A-C). If you do not hold or are unable to provide evidence of this, you will be required to undertake Functional Skills exams (Level 2 Maths and English) as part of the apprenticeship programme.
