The primary purpose of RFFS / Ground Crew staff is to ensure the provision of RFFS services in accordance with the aerodrome licence, with company policy, and with requirements of the UK regulator, the CAA. At all times RFFS / Ground Crew must ensure they are able to meet the response levels and times required by the above. Duties associated with this include:

EXTRANEOUS DUTIES

Whilst the primary role of the RFFS / Ground Crew is to ensure the provision of RFFS services, it is recognised that due to the size of airport, and infrequency of callouts, these will represent a fairly small proportion of the daily activity of the RFFS. As such, RFFS / Ground Crew are expected to carry out a variety of other duties associated with the ground handling and fuelling of aircraft, as well as the maintenance of Blackbushe Airport.

All duties must only be carried out when there are sufficient staff onsite to ensure that emergency response times can be met. The SAFO and Airport Manager will risk assess all activities to ensure response times can be met, but all staff should feel empowered to conduct risk assessments of their activities, and to ensure they do not compromise response times.

The minimum number of persons & vehicles required to respond to an emergency when operating under RFF2/3 is 3 persons, and one vehicle. Usually there will be 4 or 5 RFFS staff on duty each day, and so this makes carrying out extraneous duties easier.

Many of the extraneous activities are conducted in the vicinity of the fire station, and do not compromise response times. This also includes activities at the fuelling station, on the main apron, and in the outside area up to and including the Pathfinder Cafe.

Outside of these areas, activities that take place in a fire vehicle will still enable the RFFS to respond directly from their location to the scene of any accident or incident.

Some activities need to be planned more carefully in advance. These include refuelling lighter aircraft in the parking areas to the west of the fire station, or grass cutting. These activities either need to be conducted when the minimum response time can be met by other on duty RFFS, or need to be accompanied by a second RFF in a fire vehicle. A full risk assessment and action plan for the deployment of RFFS on extraneous duties will be prepared by the SAFO and Airport Manager.
