Role Overview



Reporting to the Harbour Standards Manager, this role assists the Harbour Standards Manager to ensure Harbours compliance with the relevant legislation, the Port Marine Safety Code, the ISPS code, ISO 9001, ISO 14001, ISO 45001 and other standards to which the Company subscribes.

Assist the Harbour Standards Manager in the development, implementation, maintainence and continuous improvement of harbours risk management and resilience plans including navigational risk assessments, port emergency plans, oil spill contingency plans and port passage plans.

Principal Accountabilities



Support the Harbours Standard Manager to fulfil company objectives Monitor the incident reporting system and process for incidents originating from Harbours ensuring that incidents are accounted for in navigational risk assessments Assist in production of weekly, monthly, quarterly and annual Harbour Performance reports Conduct assurance activities including audits and site visits in Harbours to assess compliance with the PMSC and the ISPS Code Assist the development, implementation and maintenance of harbours risk management and resilience plans including navigational risk assessments, port emergency plans, oil spill contingency plans and port passage plans Work closely with the other members of the Standards and Performance Team and the wider business to deliver the Safety Strategy in a consistent and cohesive manner Willing to travel around the network and stay in overnight accommodation

Assurance Responsibilities



Provision of safety and environmental assurance function of the Standards and Performance department across port management activities providing guidance, leadership, advice, and direction. Conduct audits on the Harbours and Port Facilities in accordance with the requirements of the PMSC and ISPS codes to ensure policies, processes and procedures are being used correctly, are appropriate and continuously improved. Where necessary stop work, or escalate to Head of / Director level, if needed due to quality concerns or where standards are not being met. Where needed, lead or support investigations, provide independent investigation capacity for issues highlighted by Operations, or through the assurance and compliance programme. Conduct more complex investigation and root cause analysis and produce reports recording and monitoring any actions raised as

a result.

Data Analytics and Reporting



Support identification and introduction of new and innovative approaches to measure operational safety and own department performance. Review and monitor reports and dashboards on such performance and highlight areas where performance is below expectations or agreed limits for action. Support optimisation of effective and efficient ways of working within the Department and Operations. Reviewing management information from a variety of data streams to improve Operations management decisions and drive performance improvement.

Process Management



Manage department processes in line with company expectations. Ensure thorough consultation with relevant stakeholders for any changes to owned processes

Stakeholder Liaison



Assisting with business wide projects, ensuring that they are supported from a Harbour Standards point of view where necessary. Supporting management of customer and wider business complaints, lessons learnt and issues that have a safety impact on shore-based locations. Completing relevant actions, supporting other action owners with relevant advice and monitoring of progress of actions to close out. Participation and chairing in specified meetings as directed by the Harbour Standards Manager Work collaboratively with the Operations department to ensure quality of service to ferry users, and maximising performance, resilience, and reliability.

General Tasking



To support Continual Improvement processes and improve the processes and procedures for assurance and quality management systems, ensuring lessons are identified and learned post every event and shared and aligned with wider stakeholders. Provide monthly reporting of Explosives transits; A powerful and persuasive ambassador for CalMac Ferries Ltd. Able to think on their feet and remain calm under pressure. Any other duties as required by the Harbours Standards Manager.

Qualifications, skills and experience



Harbour Master certificate or diploma Nationally recognised Occupational Health and Safety Qualification, e.g. Nebosh Certificate; SVQ Level 3 in Occupational Safety & Health Port Facility Security Officer qualification Oil Spill Level 4 qualification Full member of a relevant professional body, such as IOSH or UKHMA Incident investigation skills with the ability to establish root cause and make suitable recommendations A good understanding of ISO 45001, ISO 9001, ISO 14001, Port Marine Safety Code, International Ship and Port Facility Security Code Ability to interpret and apply legislative requirements and company standards in an agreed and pragmatic way Proven competency in risk assessment and risk management Ability to work competently within remit with the minimum supervision Experience of conducting inspections in a multi-functional environment Working knowledge of management systems Effective internal/external stakeholder management and influencing skills to build effective relationships at all levels Experience in working with external agencies such as enforcing authorities, auditors, harbour authorities and trade unions Strong written and verbal communication skills, persuasive and influential communicator Skilled in report writing, ensuring they are accurate, concise, informative, easy to understand and written in plain language Excellent time management skills with ability to manage multiple priorities Keen analytical and problem-solving skills which support and enable sound decision making and pragmatic judgement Experience of working with reporting and analysis software systems * Full driving licence
