Job Summary



This role has front line responsibility for liquidity and funding across Europe and Americas, & SC Solo. This will involve overseeing compliance with all prudential regulatory and internal liquidity metrics across the Cluster, whilst also navigating these metrics such that the balance sheet and overall supply and demand of liquidity is optimised. The role will be responsible for developing a robust Cluster funding plan, in partnership with the businesses, and overseeing its delivery through the year.

Key Responsibilities


Strategy



Set-up appropriate frameworks between Treasury and the business to help ensure continued compliance with all regulatory and internal liquidity metrics, with supporting forecasting and analytics capability. Lead tactical and strategic balance sheet optimisation initiatives pertaining to liquidity and funding. Formulate and deliver a robust Cluster funding plan that optimises liquidity resources whilst enabling business strategy. As a primary balance sheet management tool, oversee all aspects of FTP across the cluster and proactively work to ensure it is allocating appropriate costs at point of sale, whilst driving desired and on-strategy balance sheet outcomes.

Business



Establish optimal business level liquidity and funding limits / guardrails which balances Treasury's first line risk ownership responsibilities with support for and delivery of the firm's commercial strategy. Establish appropriate balance sheet information to aid the business in optimal decision making. Facilitate the execution of bank-wide and/or cross-functional liquidity and funding related business initiatives. Advise the business on liquidity and funding topics and appropriate positioning to aid the firm's client franchise. Lead working groups as appointed by ALCO to address strategic issues that impact the balance sheet. Work with CPM to deliver an optimal FTP framework and oversee the related intersection with C&O sizing and allocation methodology.

Processes



Continually simplify local processes and drive report centralisation to achieve efficiency gains. Own liquidity methodology and modelling implementation across the Cluster. Strengthen controls around all processes pertaining to liquidity, funding, and FTP across the Cluster, and provide practical feedback with regards the Operational Risk Framework with a view to continually strengthen control robustness and minimise operational risks. Oversee all liquidity and funding inputs into the Target Setting, Corporate Planning and Business Review processes. Coordinate between the business & functions to ensure committee actions are executed.

People & Talent



As a senior member of the Cluster Treasury team, execute on the people agenda to ensure appropriate succession planning and strong staff engagement. Promote the development of our talent by fostering a strong learning culture.

Risk Management



Serve as the subject matter expert on liquidity and funding across the Cluster and effectively challenge business proposals with a clear steer on risk control and oversight. Engage proactively and collaboratively with Audit and the Regulator in a transparent manner by providing timely and complete information upon request, and communicating clearly practices in place to address any Audit issues. Adhere to Group and Business Policies, Procedures, Standards and Codes, including those governing all Risk types, Compliance, Technology and Operations, Finance and Reputation.

Governance



Ensure that Treasury's Global Liquidity, Funding and FTP Policies and Standards are consistently applied and embedded in business practices. Understand and comply with, all applicable laws and regulations, including those governing anti-money laundering, terrorist financing and sanctions, the Group's policies and procedures and the Group Code of Conduct. Effectively and collaboratively identify, escalate, mitigate, and resolve risk and compliance matters. Assess the effectiveness of arrangements to deliver proper governance, oversight and controls of liquidity and funding matters addressed across Cluster ALCOs and, if necessary, oversee changes in these areas.

All stakeholders under Cluster ALCO members & invitees (including CEO, CFO, CRO and CPM). The wider Cluster Treasury and Treasury Markets teams. Treasury Risk. Group Capital, Liquidity and RRP teams. External stakeholders including the PRA, BOE and FRB.

Qualifications


Sound understanding of balance sheet management, oversight, and control frameworks. Analytical inquisitive nature and sharp business acumen, the ability to assess risk and appropriate levels of return and thereby optimise business performance. Excellent communication skills, written and verbal, given the need to deliver consistent and compelling messages to internal and external stakeholders. Excellent interpersonal, influencing and stakeholder management skills. Strong people management & development skills. Academic degree from a well-recognised institution. Knowledge of the Basel regulatory environment and requirements.
