We're looking to appoint an exceptional person to be our new Head of Asset Strategy.



This is a senior post within the Property & Place Directorate which will provide strategic leadership and management of the Asset Strategy function.



Our asset strategy team is responsible for stock condition and energy surveys and ensuring we have reliable data that will inform our investment decisions over the life of our 30-year business plan, whilst developing a new Asset Management Strategy including our decarbonisation programme and agreeing our energy pathways.



This team is responsible for using our property data to develop our asset management strategy and inform our energy pathways to help us identify future regeneration opportunities. This team is responsible for our regulatory returns; developing our decarbonisation roadmap and delivery plan and works closely with all property teams to ensure our data insight determines our resident investment priorities through delivery of property options appraisal and assessment.

It is a busy and exciting time at Hedyn following the merger between Newport City Homes and Melin Homes which took place in April 2025. As a result, we're looking for someone to help bring the best of both organisations together whilst providing new and innovative solutions.




Specifically, in the role you will:




Lead the provision of effective, proactive, and efficient asset strategy function. Develop and implement the asset management strategy in line with the organisation's goals and objectives. Collaborate with other departments to align asset management strategies with broader organisational strategies. Ensure compliance with all relevant legislation, regulations, and organisational policies related to delivery of this service area. Develop, manage, implement and maintain the asset management system and any associated software i.e. SAVA Manage and maintain the stock condition surveys ensuring these include all relevant or changing legislator requirements i.e. HHSRS, WHQS2 including regular validation by third party experts. Manage and maintain the EPC programme effectively and in line with legislation. Implement and maintain new software programmes as required i.e. SAVA to develop energy pathways and other regulatory requirements. Manage and develop effective reporting of all data to produce robust projections and cost plans for future business planning. Develop and implement the Asset Management strategy including robust option appraisals, investment programmes, the resident voice, market conditions, development, sustainability etc. Develop implement key policies including Disrepair, Aids and Adaptations, Decarbonisation, affordable warmth etc. aligned to corporate objectives and legislation. Lead, motivate, and develop your team to achieve high performance. Conduct regular performance reviews and provide coaching and support to team members. Manage budgets and resources effectively to ensure cost-efficient operations. Engage with external stakeholders, including local authorities, funding bodies, and regulatory agencies, to support delivery of an effective service. Monitor and report on performance against targets and budgets. Identify and mitigate risks associated with program delivery through active oversight of planned program delivery function. Collaborate with other heads of service to ensure seamless integration and alignment of various departmental goals and initiatives, working closely with colleagues across different directorates to develop and implement strategic plans that enhance overall operational efficiency and service delivery. Ensure resources are effectively allocated and managed to support the achievement of corporate objectives, while also maintaining a strong focus on customer satisfaction and community engagement. As part of Property & Place leadership team ensure that annual work programmes are achieved and delivered and support the future sustainability of the organisation Make effective use of established technology and emerging sector good practice. Ensure we are strategically aligned with the Wellbeing of Future Generations Act, Environment Act, Global Sustainable Development Goals, Welsh Government priorities, and national funders in the area with regard to our decarbonisation planning and delivery. Monitor and enhance asset performance through financial, operational, health and safety, and customer satisfaction metrics. Provide assurance to the Executive team of our compliance with the relevant legislative standards, codes, and regulatory obligations in relation to program delivery. Identify opportunities to improve value for money through partnership, shared delivery and bringing work in house. Work with colleagues and partners on workforce planning and skills gaps. Ensure our data is robust and oversee system improvements that enable us to plan and program capital investment. Conduct asset appraisals to ensure data informs insight into future investment needs and targeted regeneration. Responsible for the production of the asset 30 year investment forecast to inform Hedyn's 30 year business plan, annual investment plans and priorities. Identify asset diversification opportunities. Lead and deliver the Decarbonisation and affordable warmth strategy for existing and future property assets. Monitor and enhance asset performance through financial, operational, health and safety, and customer satisfaction metrics.
