The role of the Head of Capital Delivery and Asset Management is responsible for ensuring that our investment in this infrastructure supports the ongoing improvement of our services and provides our customers with a resilient water supply.

As a member of the Jersey Water Operational Leadership Team (OLT) our Head of Capital Delivery and Asset Management plays an important role in delivering against Jersey Water's strategic objectives. They are responsible for the development and delivery of our capital investment programme in collaboration with the Programme Management Office (PMO). This requires oversight of sub-programmes that are delivered by Jersey Water teams, to ensure they meet time, cost and quality objectives.

The Head of Capital Delivery and Asset Management shall manage the delivery of our major projects, both new capital investment schemes as well as large asset upgrades.

They shall be commercially astute and ensure that Jersey Water gets best value from our contractual agreements with consultants and our delivery partners. They are also responsible for the performance management of the project delivery teams, which requires them to foster a values-led culture of decision making and continuous improvement.

With the support of PMO this role is responsible for the ongoing development of our capital delivery governance, which ensures decisions are aligned with our strategic direction and effectively balance risk and efficiency in the best long-term interests of Jersey Water's customers. Central to this will be further developing our approach to whole life asset management, which will require collaboration across all Jersey Water teams.

Key Responsibilities



Capital Programme Leadership

Lead the end-to-end delivery of capital projects, ensuring completion on time, within budget, and to required quality standards. Develop and deliver the capital investment programme in conjunction with the Programme Management Office (PMO). Oversee sub-programme delivery, prioritise resources, and seek efficient ways of working to maximise benefits. Ensure lessons learned reviews drive continuous improvement in capital delivery processes. Manage the Capital Delivery budget.

Asset Management

Lead the development and implementation of Jersey Water's asset management strategy. Develop asset management systems and processes that balance risk of service failure with affordability for customers. Facilitate integration of business systems to optimise asset performance and maintenance programmes. Ensure asset plans are reflected in the business plan, integrated with maintenance management, and informed by customer engagement and operational strategy. Establish and maintain asset management KPIs. Measure asset capability and performance data throughout asset lifecycle.

Governance and Stakeholder Engagement

Establish, monitor and manage the necessary Contracts Work with the Executive Committee and Board to develop policy and strategy for capital investment. Ensure robust governance for capital delivery, aligning decisions with strategic direction and balancing risk and efficiency. Deal with or support communications regarding capital schemes with the community and media. Ensure Health and Safety requirements are implemented in collaboration with the Health and Safety team.

Team Leadership

Lead, develop, and performance manage the Capital Delivery project teams. Foster a culture of continuous professional development in engineering, maintenance, and asset management. Coach individuals and manage team performance to deliver objectives aligned with the business plan.

Act as a role model, supporting and energising teams to deliver outcomes. Cascade leadership communications and decisions to ensure understanding and engagement. Practice effective change management and drive continuous improvement. Work collaboratively across teams to ensure collective ownership of asset management. Consider the customer in all key decisions. Demonstrate excellent project management, problem-solving, and stakeholder engagement skills. Communicate effectively at all levels, both verbally and in writing. Exhibit strong leadership, coaching, and mentoring abilities. Maintain high standards of accuracy, attention to detail, and ability to work to tight deadlines. Uphold Health and Safety standards and ensure compliance with all relevant applicable legislation. Align behaviour and decision-making with Jersey Water's values: We Care, We Are Ambitious, We Work Together. Strong practical and theoretical knowledge of capital planning, delivery and asset management. Excellent interpersonal and communication skills, able to lead, motivate, and influence a range of stakeholders. Significant leadership experience (minimum 5 years) in a senior management role, with a proven track record of business improvement. Experience in an engineering/operations role within the water industry (water supply preferred), with relevant qualifications. Extensive commercial and contract negotiation and management experience. Chartered member of a relevant professional body (e.g., ICE, IMechE, IAM etc.) with ongoing CPD. Strong practical and theoretical knowledge of Institute of Asset Management and/or ISO 55000 frameworks. Established industry network and water supply contacts. Experience dealing with media enquiries.

After completion of the probation period:Pension - Membership of the defined contribution scheme. Jersey Water pays 5% up to 5 years' service and then 10%, employees pay 5%.
