This is a rare and exciting opportunity to help set up and shape the future of a new organisation, the National Housing Bank (NHB), which will be a subsidiary of Homes England. You will be involved in work to establish financial reporting and accounting processes and controls for the NHB. This includes work to ensure both the NHB and the consolidated Homes England Group can produce annual report and accounts, including detailed financial disclosures, in line with accounting standards, FReM and other external reporting requirements.





As part of Homes England's Finance Directorate, your team will provide technical advice and support, primarily in relation to the creation of the NHB, but also across new programmes and initiatives to ensure investments are accounted for correctly. You will direct work to prepare analysis, briefing notes and technical papers which support the Finance Director in updating the Executive Leadership Team, Board and its committees on progress and emerging issues. The role will be involved in ensuring appropriate valuation methodologies are applied which produce materially accurate estimates. You will also be responsible for making sure the team meets all other statutory reporting requirements as well as Corporation Tax and VAT compliance.





You will provide leadership for the team, building a financial reporting function with roles based on clear responsibilities and established processes which can demonstrate how assurance is obtained over the data available in systems to support financial reporting, identify weaknesses and work collaboratively with the business to resolve them. Working with key senior stakeholders and professionals across Finance you will act as a Finance contact for the NHB Project Boards to both challenge proposals and provide consistent and robust financial advice. In addition, you will provide guidance and training, and will support teams with strengthening of controls, to ensure good quality, accurate, timely and complete data is available to inform accounting estimates and financial modelling.





You will be joining an enthusiastic, motivated Finance team who have a range of skills to help our delivery colleagues realise the Agency's housing and regeneration ambitions. Whilst our day job is to deliver first class customer service to our stakeholders across the Agency, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate. You'll be comfortable supporting the Assistant Director of Financial Reporting and Accounting, for instance fielding complex accounting issues from other parts of the business, or attending and presenting to senior committees.





Delivering on a mission as bold as ours isn't always easy. You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as Finance team.





As an experienced finance professional you'll understand how to manage and motivate colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.





This role requires the post holder to have a recognised professional accountancy qualification, such as ACA, ACCA, CIPFA, CIMA and be a member of professional accountancy body.
