The Head of Housing is responsible for growing our clients public sector partnerships and expanding their division across London, and the South East. Leading on strategic growth, client engagement and business development within our clients Housing division by helping local authorities and public sector clients unlock housing solutions that work.
The successful candidate will identify opportunities, turn opportunities into programmes and programmes into long-term relationships and repeatable revenue. They will lead a small, high-performing team of buying agents, and work in partnership with our Construction, Finance, and Joint Venture teams.
This is a role that combines sector knowledge with commercial focus and always keeps the needs of our clients at the heart of delivery.
Key Responsibilities
1. Sector Engagement & Client Partnership
Build and deepen strategic relationships with local authorities, LATCOs, ALMOs, housing companies, RPs, and institutional investors.
Position our client as a long-term delivery partner and trusted adviser on acquisition, refurbishment, and portfolio strategy.
Attend and lead client meetings, housing forums, procurement round tables, and sector events.
Act as the external face of the division - measured, professional, commercially confident.
2. Business Development & Pipeline Growth
Develop and own a structured BD plan to expand revenue beyond purchasing (e.g., acquisitions at scale, LATCO advisory, portfolio repositioning, market intelligence products).
Convert warm conversations into tangible programmes - disciplined follow through, clear next steps, and internal coordination to ensure momentum is never lost.
Identify market shifts, funding routes, new frameworks and emerging opportunities across London boroughs.
Create proposals, pitch decks, and commercial models in line with our strategy.
3. Operational Excellence & Delivery Oversight
Ensure that client commitments are backed by clear operational plans, robust reporting and KPI delivery (offer-to-keys, time-to-tenant, compliance, valuations, social value).
Drive structured handovers to Construction.
Monitor performance across active programmes and intervene early where risks emerge.
4. Leadership & Team Development
Lead and develop a small team of professional buyers, ensuring clarity of roles, pace of work, and high standards of professionalism.
Provide coaching and support, but maintain firm expectations around performance, follow-through and client presentation.
Align team activity to the business plan and income strategy, ensuring consistency of approach and culture.
5. Strategy, Insight & Market Intelligence
Bring sector-led insight back into the business: policy changes, borough priorities, funding programmes, appetite shifts, emerging assets, etc.
Shape our clients positioning paper for local authorities - demonstrating how we integrate into borough objectives and accelerate outcomes.
Contribute fully to the development of new products, partnerships, and long-term revenue streams.
6. Governance, Reporting & Internal Alignment
Report directly to the Operations Director.
Produce structured BD updates, pipeline forecasts, and progress reports for the Board.
Ensure all activity is compliant, well-documented, and aligned to wider group objectives.
Uphold brand guidelines and support the delivery of high-quality, consistent client engagement materials.
Success Measures (KPIs)
Growth of BD pipeline across at least five boroughs
Conversion rate of client conversations ? formal opportunities ? contracted programmes
Delivery of structured acquisition programmes with measurable KPIs
Team performance and output (target volumes, appraisals, client feedback)
Expansion of income streams beyond Purchase & Repair
Quality and consistency of client engagement and reporting
Contribution to sector partnerships, frameworks and procurement routes
Deliver communications and networking plan, elevating brand awareness in the sector
Essential Competencies & Attributes
Strong understanding of local authority housing priorities, funding challenges and delivery pressures.
Confident communicator who listens, engages and builds trust, without overpromising.
Hands-on operator: structured, organised, consistent, deadline driven.
Commercially minded with practical deal instincts.
High emotional intelligence; calm, credible, and able to navigate political and organisational sensitivities.
Experience leading small teams with clear expectations and accountability.
Preferred Background
Experience in high end agency, housing delivery, PRS or BTR, acquisitions, asset management, or public-sector partnerships.
Familiarity with acquisition programmes, portfolio analysis, local authority governance, and housing company models.
Demonstrated experience turning sector relationships into contracted programmes.
