Job summary
We are looking for an exceptional Head of Programme to head up Ofgem?s delivery of the government?s ambitious Warm Homes Plan. This high-profile role will oversee a complex, multi-disciplinary programme designed to make homes warmer, greener, and more affordable to heat. You will provide strategic programme management leadership across multiple workstreams, ensuring clarity of direction, robust governance, and effective prioritisation. Acting as a trusted advisor to the Senior Responsible Owner (SRO) and senior leadership, you will manage programme risks, resources, and critical decision pathways. Alongside this, you will champion inclusive leadership, foster professional development, and embed Ofgem?s values throughout the team. This is a unique opportunity to shape a transformative programme that supports consumers and accelerates the UK?s journey to net zero.
Job description
Key Responsibilities
Input, and co-ordinate input into business case as required;
Grow and manage a high performing programme team;
Identify and manage stakeholder relationships, highlighting the need for senior level engagement. Manage relevant internal and external relationships;
Communicates the vision and translate it into delivery objectives for the team;
Provides direction and guidance on development to the team;
Identify, secure, schedule and manage programme resources;
Oversee risk and issue management, and ensure mitigations are in place
;
Ensure realisation of benefits for customers;
Put in place and maintain effective programme controls, governance, reporting and assurance frameworks ;
Works with project leads and other stakeholders to ensure that dependencies are actively managed. Resolve issues between various programme elements;
Lead the programme to deliver the agreed outcomes within time, cost and quality constraints.

Additional Responsibilities
Implement and promote Government Project Delivery Profession best practice, and engage with the wider Ofgem project delivery profession to support sharing of best practice and improved ways of working.
Key Outputs and Deliverables
Set up, maintain and improve, a framework for the management, monitoring and evaluation of the programme, including strong links with the wider Ofgem and DESNZ;
Produce updates, report and other programme documentation to agreed content and deadlines;
Input into drafting of communications, briefings, process and governance materials relevant to the programme;
Establish, and keep under review, clear responsibilities and ways of working, within Ofgem and with DESNZ.

Essential Criteria:
Robust experience of leading significant change or transformation programmes
(LEAD)
Strong track record of engaging with and influencing stakeholders at senior level
(LEAD)
Experience of leading a change team
Skilled collaborator and strong communicator, able to work across a wide range of teams
Programme management, transformation, change Management practices qualification (or equivalent experience), for example:
+ PRINCE2 Practitioner
+ Managing Successful Programmes Practitioner
+ Management of Risk Practitioner
+ Managing Portfolios Practitioner
