Purpose of Post



Ensure that the people of Gwynedd are at the centre of everything we do. Manage the Unit's servicing sites, being central to the Council's efforts to improve the condition and use of its premises and land within the site's boundaries and to ensure that they operate safely and efficiently: they are individuals who keep an eye on the Council's land and premises to ensure that they are maintained in a safe, clean, tidy and attractive condition, as well as being suitable for the needs of staff, children and customers. Ensure that Health and Safety procedures are in place for all the Unit's activity.

Main Duties



Lead by example; foster and maintain a positive health and safety culture at all times. Ensure that Cyngor Gwynedd's Health and Safety procedures are followed. Manage any devolved budget for maintenance / servicing where appropriate. This does not include any budgets managed by the Property Services. Manage the procedure of generating sufficient income for the running of the sites. Act as, or ensure that another suitable person has been designated as the first point of contact for day-to-day matters relating to the property. Delegate and ensure the implementation of site checks. Work with site assistant managers when not present so that staff implementation takes place in a timely manner. Ensure that requests for maintenance work are reported to the Property Help Desk, where appropriate. If a Site / Service Manager wishes to arrange work on the building, then it must be ensured that an application has been submitted to the Property Service on a C1 form and ensured that permission for authorising the work has been received by the Property Service before any work is arranged. Ensure that any servicing work that is the responsibility of the establishment to fund out of its devolved budget, happens in a timely way. Collaborate with the construction work Project Manager to ensure the smooth integration of the project work and the usual use of the building, reducing the impact on the users of the building, and communicating clearly with the users of the building. Ensure that risk assessments are completed and reviewed to ensure compliance with the arrangements to manage the risks associated with the building, the site and the use thereof. Specialist assessments and fire, asbestos and legionella surveys will be coordinated by the property service and the findings will be shared

with the relevant Managers.

Ensure that the Property Information / Blue Boxes files are kept up-to-date. Ensure that Management Plans, e.g. fire management plan relating to property matters are implemented on the site, e.g. legionella management matters, sprinkler testing and emptying any biomass systems. Ensure that corporate procedures for signing in and out are implemented on the site and that staff, contractors and visitors are aware of the information relevant to risks on the site and that the asbestos register is shown to contractors on all occasions. Organise grounds maintenance. Ensure that the plants at the front of the buildings are maintained, watered and kept tidy. Check the sites' Food Standards Agency regulations and ensure compliance with a food safety management system. Support Council efforts to reduce our use of energy and ensure that procedures have been established to record the use on the site and send information to the Property Service on a monthly basis. Ensure that an arrangement is in place to get to grips with applications to use/hire parts of the building in accordance with the type of service provided from that building and ensure that sufficient transfer arrangements have been established which include using and emptying the building safely (however, any applications for wider use, e.g. access rights, licensing, leasing and purchases must be brought to the attention of the Property Service). Ensure that any contractors they use to carry out work are competent to undertake the work safely, produce risk assessments on the work, and comply with Cyngor Gwynedd's Contractor management procedures. Ensure that external offices available for rent are safe for staff to work and collaborate with the site's Health and Safety officer and other agencies such as the BCUHB. Ensure that site inspections happen regularly and are recorded on the relevant log form, e.g. fire safety log book, play equipment ROSPA checks. Responsibility for site First Aid and attend workforce First Aid training, and ensure compliance on the sites. Ensure that the play 'containers' which store the Unit's play equipment are examined and safe. Attend any training provided for site managers such as IOSH, including refresher training. Respond promptly to requests for information from the Senior Team, Health, Safety and Well-being Service or the Property Service. Collaborate with the Senior Team and the relevant Health and Safety Consultants on the work of submitting legislations and health and safety policies, as well as new procedures. Collaborate with the Senior Team and the relevant Health and Safety Consultants to establish and implement a risk assessment system for the Unit and a system of monitoring its implementation. Undertake the work of reviewing the standard and quality of health and safety systems within the Unit and ensure correct supply of 'PPE' to comply with risk assessments and that there is correct use of PPE. Assist in coordinating Unit staff's health and safety training such as First Aid, Fire etc. Provide guidance and support in relation to identifying and assessing risk by: + Providing models of relevant generic assessments to staff.
+ Contribute towards relevant training.
+ Check risk assessments produced by teams.
+ Manage the implementation and monitor the database of risk assessments so that they can be updated in a timely manner.
+ Contribute towards establishing and implementing a monitoring procedure.
Highlight health and safety training needs for the Unit staff and the Senior Team. Undertake staff training for Health and Safety procedures internally and externally. Report on accidents through the Council's HS11 arrangements, reporting on deficiencies to the Senior Team and the corporate Health and Safety team. Attend a Departmental Health and Safety forum and work with Corporate Health and Safety Officers and Consultants. Prepare and maintain information, correspondence, records and reports in a timely manner and in accordance with the requirements of Health and Safety legislation. With assistance from the administrative team, arrange quarterly meetings with site staff. Ensure that vehicle investigations are conducted regularly and recorded on the relevant log form. Collaborate with the teams to conduct initial risk assessments on new locations to hold activities such as the Play Trailer. Responsible for self-development. Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy. Operate within the Council's policies in relation to equal opportunities and equality. Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation. Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint. Undertake any other reasonable duty which corresponds with the salary level and responsibility level of the job. Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
