JOB PURPOSE:
The HDM role is a field-based role which encompasses the strategic goals and ambitions as set by the Chief Executive & Community Pharmacy Lancashire & South Cumbria (CPLSC) Board. The current key directive and project scope for this position is to maximise CPLSC support for contractors and their teams on operations and services delivery as well as managing the wide-ranging external stakeholder relations to support Community Pharmacy services integration.
The HDM role will also help develop the skills and competencies of those working as part of the Community Pharmacy workforce to maximise the skill mix opportunities.
This will entail both reactive & proactive support around the uptake and delivery of the currently agreed and future Community Pharmacy Contractual Framework (CPCF) Advanced Services as well as locally commissioned Enhanced Services. With a clear indication around commercial returns and correct claiming support for contractors.
You will be intrinsic in growing the Community Pharmacy Integration across the LSC healthcare footprint and having an integral link with the CPLSC Primary Care Network (PCN) Leads by maintaining great relationships with authorities, commissioners & key stakeholders, to support the current and future services aligned to our contractors.
Analytical review and oversight on services performance markers, will be key to this role, alongside the energy and practicalities of coaching and developing individuals & teams on site as well as via digital means.
DIMENSIONS:
Financial: Indirect responsibility for an annual budget in excess of 500K
People: Responsible for supporting the Chief Executive & Board members of CPLSC
Other: Building and maintaining relationships with wide ranging healthcare organisations across the Lancashire&South Cumbria footprint. This will include Contractors and their teams, Primary Care Networks, GP practice teams, Lancashire & South Cumbria Integrated Care Board, NHSE, Local authorities, Health & Well-being boards, Community Pharmacy England and other key Primary and Secondary care stakeholders.
PRINCIPAL ACCOUNTABILITIES:
Relentless contractor and PCN/GP practice influence & Support in the delivery of services
Enthused and passionate training & coaching to relevant groups / individuals to improve service understanding / claiming processes and improve referral rates from primary and secondary care routes
Lead & facilitate implementation of existing and new innovative services
Support relevant Operational needs of the contractors in line with the CPCF
Support CPLSC operational duties
Senior Project leadership
To lead contractor events and training needs in line with the commissioned services within the relevant localities
To attend relevant meetings aligned to the CPCF services provision and commissioning
To provide assurances and regular updates to the Board that the work plans of CPLSC are on track and being delivered whilst supporting the Chief Executive, who carries responsibility for the operational delivery of the CPLSC team and work plan
Enhance Pharmacy Engagement with Existing, Advanced & Enhanced services
Analytical based proactive planning to support the drive for professional, quality service provision in line with SLAs
Involved in Impact-assessment based review at neighbourhood and place-based level around performance and subsequent influential coaching / training to improve uptake & margin for contractors
Relentless effort to chase contractor bottom line income via corrected & timely claiming and selfless support for teams at site level. Accompanied with well-defined contractor level escalation routes
Communicating continuously with the best performing pharmacies to allow the sharing of best practice and keys to success, whilst always aiming to ensure credible celebration via social media channels
Lead and Facilitate training sessions to improve engagement with services
Present feedback to the Board on the relevant outcomes and agreed next steps both face to face and remote as well as written updates
Services Implementation & Support
Develop relevant Implementation plans, working closely with the CE and forging best use of administrative team on workstreams support
Co-ordinate the successful launch of New Services
Liaise directly with Regional / Area / Contractors / Managers / Team leaders etc with regards sign up / understanding to the new services
Lead & facilitate any training required to deliver the new service
Manage day-to-day operational aspects of the implementation
Review the engagement with the service post go live and support where necessary
Provide group level or one to one support via direct or digital means where required
Provide updates to CE & Board about the implementation and uptake progress
The Board
To ensure support for CPLSC meetings and active sharing of current projects and work-streams updates including Social Media updates.
To ensure members are respectful towards one another, and that all members have equal opportunities to participate fully in discussions and decision making
To support timely sign off and validation of CPLSC meeting minutes, confirming that they are an accurate record, and effective planning to ensure actions are implemented
To support the regular monitoring and prioritisation of workload as well as ways of working to ensure they are the most efficient and fit for purpose
Ensure Chief Executive & Exec members are fully consulted and kept up to date on all business decisions and other decisions that impact on contractors
Representing CPLSC
To attend / support / lead meetings on behalf of CPLSC, in line with the job profile as well as internal team / Exec and Board meetings
To establish and maintain effective liaison with commissioners and other identified stakeholders across the area of Lancashire and South Cumbria (LSC)
To lead and co-ordinate actions stipulated within the work plan of CPLSC specifically with the intention of raising the profile of community pharmacy across the LSC footprint.
Coordination of weekly news feeds for contractors as well as the use of all our social media platforms to benefit contractor support and Community Pharmacy exposure
Governance and relationship with the Board
To ensure that the business of CPLSC is conducted properly, in accordance with legal and governance requirements and in line with the directives as set by CE
To abide by constitutional requirements and company SOPs and standards
To work in line with company SOPs for finance approvals and maintain dialogue with Treasurer and CE
To support ongoing self-development and team learnings and encourage an open forum for sharing best practice
Other
To undertake other duties commensurate with the post as required or directed by the CE

CONTEXT:
Community Pharmacy Lancashire & South Cumbria (CPLSC) is the name adopted by Lancashire & South Cumbria Local Pharmaceutical Committee (LPC). In England LPCs are the recognised statutory bodies that represent community pharmacy contractors in discussions about locally commissioned pharmacy services and the role of the sector in the wider health and care system in their defined region; whilst providing advice and support to pharmacy contractors to help them deliver both nationally and locally commissioned services. Every community pharmacy with an NHS contract is represented by the relevant LPC for their area. CPLSC being the third largest in England representing circa ~400 community pharmacy contractors in Blackburn with Darwen, Blackpool, Lancashire & Westmoreland & Furness. CPLSC conducts its business in line with the LPC Constitution, and within financial, regulatory and contractual frameworks defined in UK law
RELATIONSHIPS:
Subordinates: Superior(s): Supported by BSO where appropriate
Directly reports to Chief Executive, work very closely with Chair, Vice Chair, Treasurer & sub group chairs. Work closely with Board members.
KEY KNOWLEDGE & EXPERIENCE:
? Clinical skills desirable but not essential
? Pharmacy and Healthcare background desirable but not essential as long as effective skills for the role can be demonstrated and a very positive and proactive background across other projects and previous roles
? Graduate would be beneficial
? Project Management experience beneficial with proven track records of successful implementations
? Line management experience beneficial
? Effective planning and execution in a self-directed manner
? Self-motivated / well organised & passionate about patient outcomes and population health
? Ability to juggle competing priorities and operational pressures
