Job Description

LORAG (Lower Ormeau Residents Action Group) is seeking to recruit an enthusiastic HLCM (Healthy Living Centre Manager) to coordinate SCR HLC (Shaftesbury Community and Recreation Healthy Living Centre) services and the delivery of Inner and Wider South Belfast health improvement initiatives.

The HLCM will support the strategic development of the Inner South health service delivery, providing development of programmes and strategic planning, and will monitor the success of health programmes undertaken by ISHLP (Inner South Healthy Living Partnership).

The HLCM will lead in the development of an inter-sectoral partnership, working through the ISBNP (Inner South Belfast Neighbourhood Partnership), and will co-ordinate the delivery of joint programmes, management of project staff, volunteers, and statutory health improvement initiatives.

The successful candidate will represent LORAG and ISBNP within the HLCA (Healthy Living Centre Alliance), in seeking to further develop community-led health improvement initiatives available to the wider membership. As an example of this strategic working, LORAG is community lead for the HLCA Better Days Pain Support Programme, housing and supporting the initiatives project manager from SCR HLC.

LORAG is a community development organisation founded in 1987 to support the residents and community of the Lower Ormeau area. LORAG has managed SCR HLC, a council owned facility, since 2000, successfully developing and delivering the Centre Health and Wellbeing services to the local and wide communities.

LORAG is a member of the ISBNP, serving as chairperson for the partnership Health and Educational and Young People's Subgroups.

Main Function



The HLCM will oversee the day-to-day delivery of Health improvement programs from within SCR HLC, providing management for the various staff teams and strategic direction for related services.

The HLCM will represent LORAG and ISBNP within the HLCA, in seeking to further develop, community-led health improvement initiatives available to the wider membership.

Key tasks will be to support the development of an inter-sectoral partnership and to coordinate the delivery of joint programmes and services involving project staff, volunteers, community groups, and statutory health workers.

Main Duties & Responsibilities



The HLCM will work in partnership with the South Belfast community health lead partners to ensure the efficient and effective management and development of health promotion services from SCR HLC, the HLCM will be expected to perform the following duties:

Operational Development



Manage the day-to-day delivery of Health improvement programmes from SCR HLC Maintain and develop effective management systems to promote good communication at all levels of the organisation. Ensure that programmes and services are delivered efficiently to the highest quality standards, that they have a beneficial impact on the population and that they respond to identified community need. Provide line management to and appraise the performance of all health-related staff. Ensure that opportunities for development are made available. In conjunction with the ISHLP and other health promotion agencies, facilitate and develop an Annual Operational Plan for the implementation of agreed health programmes in the Inner South Belfast area. Develop and oversee a marketing strategy for the promotion of the ISHLP programmes, activities and events.

Strategic Development



Oversee the strategic development of SCR HLC, and the ISHLP and represent each on the wider HLCA. Develop and maintain sound professional relationships with the Public Health Agency (PHA), Belfast Health Development Unit (BHDU), Big Lottery Fund (BLF) and other key stakeholders to effect policy change in favour of healthy promotion initiatives for Inner and wider South Belfast. Develop the key social economy aspects of the SCR HLC, enhancing sustainability, including income generation, establish SCR HLC and the ISHLP as an accredited training provider and promote the selling of services and programmes to the community, public and private sectors. Work closely at a strategic level with key health and other statutory officials. Represent the interests of SCR HLC on external bodies, partnerships and multi-sectoral groups, both locally and regionally, as appropriate. Represent the interests of SCR HLC and ISBHP in the media and at public events.

Corporate Functions and Governance



Make detailed written reports to the monthly meetings of the LORAG Board of Directors and the ISHLP plus any other meetings deemed necessary In conjunction with the LORAG Finance and Employment Subgroup, lead in the recruitment, appointment and induction of all SCR HLC and ISHLP project staff as well as providing terms and conditions of employment. Ensure that the Centre and programme policies and procedures, including the Staff Handbook, are up to date, maintained and developed. Ensure that efficient and effective administrative procedures are implemented in relation to financial and other governance matters in accordance with current legislation. Ensure Health and Safety at Work procedures are in place and maintained providing a safe working environment for all project staff working through LORAG / SCR HLC.

Standard Duties



Ensure effective control of attendance at all SCR HLC, ISBHP and HLCA programmes. Take such action as may be deemed necessary in grievance and disciplinary matters in accordance with approved policy and procedures. Attend appropriate training and events in order to keep up to date with relevant developments, policy and good management practices. Create and maintain good working relations with SCR HLC, ISHLP, and HLCA Directors and staff, fellow employees and clients. Be accountable for the motivation and morale of all SCR HLC, ISHLP, HLCA project staff working within LORAG / SCR. Carry out any other reasonable duties required by the LORAG Board of Directors within the scope of the post.

Pay: 41,511.00-44,711.00 per year
