PURPOSE OF JOB
To provide efficient and effective and high-quality rental income collection service for all MBC
owned and managed homes (including temporary accommodation, social and affordable homes,
private rented homes and gypsy and traveller plots).
To meet and surpass income collection performance targets, including the management of effective
arrears actions, working with the Housing Teams to support customers as is possible, to sustain
their tenancies.
Work closely with Finance, Housing Benefit, Council Tax and other teams across the Council to
support good practice customer account management.
Provide an effective accounts payable service for the Housing Portfolio Team, ensuring the
procedures and systems are in place to manage invoices and payments to third party providers and
contractors, ensuring that this remains compliant with MBC Financial Regulations. Support the
management of expenditure against budgets.
Develop housing management systems, polices, processes and procedures and provide effective
tools for income collection, debt collection, reconciliation, and KPI and other data reporting.
MAIN ACCOUNTABILITIES
Successfully manage rent accounts for residents across the Housing Portfolio. Work closely with
Accommodation Officers and residents to ensure income budget are met.
Manage and resolve any arrears issues including former arrears, working with other agencies and
debt companies.
Work closely with the finance department to ensure accurate and clear understanding of rental
income and arrears levels at all times.
Process payments to 3rd Party housing providers, utilities and other service providers that deliver
services on behalf of the Housing Portfolio team.
Work proactively with the Housing team to ensure effective transfer of accurate customer account
data entry and successful exchange of data between systems: Agresso, Redkite & Huume.
Manage and develop existing dashboards in Power Bi to provide clear and concise reporting
information and data in line with Senior Management requests.
Use relevant sector reporting to develop and present a accurate and timely reports for the Housing
team to understand performance, progress and opportunities for improvement.
Ensure that processes, systems, data and reporting are consistent, tell one version of the truth, and
fulfil regulatory requirements including the Consumer Standards and the Rent Standard.
Work with the team to improve data ownership and data quality to maintain accurate and timely
reporting and analysis.
Decide on the best means of delivering information, presenting complex analyses clearly and
coherently to users of information who are often from non-statistical backgrounds.
Maintain excellent working relationships with key stakeholders, including: Finance, Housing
Benefits, Council Tax, DWP etc.
Work with the team to design and implement improvements in operational housing systems,
particularly Dynamics, that support delivery of the housing team operating model, improving data,
removing waste and duplication, and providing a single view of customer finances.
Submit reporting returns required to government and regulatory agencies.
Share relevant information, within data sharing protocols, with external organisations in order to
promote safeguarding.
Develop relationships with partners to understand shared information and data challenges.
Deliver work within deadlines, communicate updates to stakeholders and work in a flexible way,
often on more than one project at a time.
