Position: Housing Manager
Location: South Cumbria
Reporting to: CEO (Everyone Matters Group)
Responsible for: Tenancy Support Officers, housing operations, compliance with housing law and regulatory standards
Purpose of Role
The Housing Manager is responsible for the effective management of housing operations, supporting vulnerable tenants to sustain their tenancies, ensuring compliance with housing regulations, and maintaining safe, well-managed homes. This role provides leadership to the Tenancy Support Officer team and ensures that services are delivered in line with the organisation's values and legal obligations.
Key Responsibilities
Operational Management
Oversee the day-to-day running of the housing function, including allocations, tenancy agreements, rent collection, arrears, and property management.
Ensure housing stock is safe, compliant and well-maintained (fire safety, gas, electrical checks, repairs).
Lead on housing compliance (Housing Act, HMO regulations, landlord and tenant law).
Tenant Support & Engagement
Manage and support Tenancy Support Officers to deliver person-centred tenancy sustainment services.
Respond to safeguarding concerns, ASB (anti-social behaviour), or tenancy breaches.
Build positive relationships with tenants, ensuring rights, dignity and wellbeing are upheld.
Team Leadership & Supervision
Lead, support and supervise Tenancy Support Officers.
Oversee recruitment, induction, training, and development of housing staff.
Build a values-driven culture focused on inclusion, safety, and tenant empowerment.
Compliance & Quality Assurance
Ensure all housing policies, procedures and processes are compliant with statutory and regulatory requirements.
Prepare for and respond to inspections or audits.
Maintain accurate records, reporting regularly to the CEO and Board.
Partnerships & Stakeholder Engagement
Liaise with local authorities, housing associations, support agencies, and regulators.
Work closely with social care, police, and community agencies to ensure coordinated tenant support.
Financial & Resource Management
Manage housing budgets, rent income, arrears recovery, and voids.
Ensure resources are allocated efficiently and effectively.
Essential Qualifications & Experience
Strong background in housing management, tenancy sustainment, or supported housing.
Knowledge of housing legislation, landlord/tenant law, and compliance requirements.
Experience in safeguarding and working with vulnerable groups.
Team leadership experience, ideally in housing or social care.
Excellent communication, conflict resolution and problem-solving skills.
Desirable Attributes
Chartered Institute of Housing (CIH) qualification or equivalent.
Experience working with CICs, charities, or housing associations.
Familiarity with housing IT systems and tenancy management software.
Working Conditions
Full-time (specify contracted hours).
Requirement to respond to emergencies or participate in an on-call rota.
