Job summary
We're looking for someone with strong HR knowledge to join our well-established Human Resources Management Information (HRMI) function. You don't need to be a data expert, just curious and willing to learn. Our team sits within HR and uses its deep understanding of UKRI and people processes to create meaningful insights that support HR's core functions and guide strategic decision-making across the organisation.
You'll work alongside other HR professionals, UKRI stakeholders, and wider government partners, using a range of tools to produce rich, actionable information. We'll support you in developing your data skills while drawing on your HR expertise to shape how we understand and improve workforce impact.
HRMI plays a key role in helping HR centres of expertise turn new initiatives into measurable outcomes and this includes building a holistic view of HR's contribution across UKRI.
Job description
Responsibility for meeting statutory requirements on people data reporting including to ONS and our parent organisation DSIT. Acting as a subject matter expert on the people data within the HR Oracle Fusion system, ensuring that the people data accurately reflects the UKRI organisational structure.
Taking a lead role, and providing advice, across HR in the use HR data and management information; including investigating and recommending the use of tools to provide more effective insights.
Building data literacy in our Strategic HR BP network and Expert services. Offering project management and business analysis services across HR and UKRI, by using well established project management and process improvement techniques.
Corporate Responsibilities
Demonstrating and modelling personal commitment to UKRI's vision, values and strategic objectives, promoting UKRI's achievements at every opportunity and in appropriate arenas.
On occasions representing UKRI HR on cross-Council and government department groups and other external groups and chairing or contributing to internal HR Groups as required.
Working in close collaboration and maintaining highly productive relationships with key staff.
Role Responsibilities
HR People data Subject Matter Expert
To be a key expert in terms of the functionality provided, the data stored, how that data is used by UKRI and how the data should be maintained. Specific duties will include:
Fully understanding the data held in the Oracle HR and Payroll system, and how this underpins other areas and systems.
Providing data to HR Business Partners to facilitate their Monitoring and management of HR and hierarchy structure data in Oracle to ensure consistency and accuracy.
Providing advice and guidance on use of HR and hierarchy structure data in Oracle.
Provide training on HR structure in Oracle.
Providing input into discussions about Oracle upgrades/replacement, including user testing.
Production of/managing standard Oracle MI Reporting process and building improvements.
Business Intelligence and Management Information
To take an overarching view to ensure HR produce MI in the best way and investigate ways in which BI tools could be used effectively in the future. Specific duties include:
Understanding and documenting requirements to deliver meaningful information that informs decision making and strategy.
Understanding the source systems and data available for reporting. Working with data/system owners.
Understanding of GDPR so the principles can be correctly applied to data processing and reporting.
Providing ad-hoc and complex reports as required for both internal and external requests including some monthly and quarterly HR MI returns to ONS and DSIT.
Drawing data from Bespoke HR tools to analyse engagement with HR processes for example Exit Questionnaires, Appraisals, Probation reports and the Apprentice Database.
Developing standard reporting capabilities using BI tools and providing expert knowledge on use.
Project Management and Business Analysis
To manage projects, particularly those related to HR systems and data, and to provide business analysis support. Specific duties to include:
Identifying & confirming the activities & deliverables, setting up the project and planning the work.
Progressing projects by monitoring & reporting on tasks, managing the project risks & issues and managing project communications within the team and externally.
Working with users & customers to analyse & document current processes & the issues, performing options analysis, designing & testing new processes.
Coordinating implementation of changes with impacted stakeholders, evidencing & communicating the improvements.

Essential
Good basic qualifications demonstrating writing and logic skills (S)
Experience of working in a project or HR environment including involvement in projects as a project team member with the ability to demonstrate evidence of successful project contributions (S)
Ability to capture, analyse and present complex information both orally and in writing to diverse audiences. (I)
Proficient use of MS office Suite particularly Excel (S&I)
Good analytical skills to assist root cause analysis and see the wider picture (I)
Decision making and problem-solving skills (S&I)
Able to work independently using own initiative (I)
Effective time management skills (I)
