DfT Operator (DFTO) is the public sector rail Owning Group with responsibility for all train operators as they transfer into public ownership. It is a publicly owned company established by the Department for Transport in 2018.



Our ambition is to deliver safe, secure and sustainable transport to everyone, everywhere. At the heart of this promise is improving journeys and providing customers with an excellent service, while supporting the industry to build a more passenger-focused railway.



We currently have four train operators: London North Eastern Railway (LNER) - Northern - Southeastern - TransPennine Express (TPE), delivering four and a half thousand services a day, and 300 million customer journeys across our network every year. Over the next 3 years, we will complete the transfer of all passenger services operated under contracts with the Department for Transport (DfT).



Our vision is to unify and strengthen train operators under the DFTO banner. By working collaboratively, we aim to become industry-leading in safety, customer service, financial and operational performance.



As we integrate more train operating companies into DFTO, our central support team must expand rapidly to deliver value to both subsidiary businesses and the wider industry. The HR Directorate is crucial to achieving these ambitious plans, with the HR Business Partner playing a pivotal role in driving success and supporting transformational growth.




About the Position:





As an

HR Business Partner

, you will be at the forefront of driving HR initiatives across our organisation. Partnering closely with leaders, you will play a critical role in aligning business objectives with people solutions, enabling the business to thrive in a rapidly evolving - and sometimes ambiguous - landscape. You will deliver and provide expert advice on local workforce planning, talent management, employee relations, and organisational development, ensuring our teams are equipped to deliver exceptional service and navigate the complexities of growth and integration.



You will be supported by a HR Coordinator providing line management for that role, and work within an HR Operations and Culture team as well as alongside HR Centres of Expertise, collectively delivering DFTO's business objectives.




Key Responsibilities





Develop and implement HR processes and initiatives that align with business goals and promote organisational effectiveness.


Participate in business unit planning meetings to provide HR insights and solutions.

Work with Centre of Expertise Colleagues to ensure the DFTO business are well supported (resourcing, workforce planning, development, culture etc).


HR

Advisory, Employee Relations Performance Management:



Deliver a HR Advisory service to the DFTO business at all levels.

Manage employee relations issues, including conflict resolution, disciplinary actions, and investigations.

Coach managers to support delivery of performance management processes, including setting object providing feedback, and conducting performance reviews.

Ensure compliance with UK employment law and DFTO company policies.


Talent Management Development:



Partner with leaders to identify talent needs and deliver talent plans.

Facilitate talent review processes and succession planning initiatives.

Support the development and execution of learning and development programs.


Change Management:



Participate in designated programmes managing organisational change initiatives.

Develop and deliver communication plans to support change initiatives.


HR Data, Metrics Reporting:



Ensure data feeding into payroll submissions is accurate

Application of people changes such as annual salary review processes

Monitor and provide insight on key HR metrics (e.g., turnover rates, employee satisfaction, EDI measures and engagement scores).

Provide regular reports and analysis to business leaders to inform decision-making.

Develop action plans based on HR metrics to drive continuous improvement.


Diversity, Equity, and Inclusion (DEI)

:

Champion DEI initiatives within the business.

Spport the implementation of inclusive practices and policies.

Monitor the effectiveness of DEI programs and make recommendations for improvements.


Policy Development Compliance:



Develop, update, and communicate HR policies and procedures.

Ensure compliance with UK employment laws, industry regulations (and collective bargaining agreements where relevant).

Conduct or coordinate training sessions on HR policies and compliance topics or other relevant areas of personal development.


People Management



Provide line management for 1 x HR Administrator (numbers may grow where necessary) providing oversight of onboarding and induction processes.




Knowledge, Skills, Experience




Technical Qualifications Education:



Bachelor's Degree in related HR or business discipline or Level 6/7 national qualification (RQF). Master's Degree desirable.


Experience:



Demonstrable track record operating as a Business Partner in a complex environment.

Evidence of deep experience in employee relations, performance management, and talent development.

Knowledge and experience of HR Policy development.

Some experience of change management and organisational development is desirable.


Skills:



Strong business acumen and the ability to align HR practices with business objectives.

Excellent interpersonal and communication skills.

Ability to build and maintain effective relationships with employees and leaders.

Proficiency using HRIS systems and data analysis.

Demonstrable ability to calmly manage multiple priorities within a fast-paced environment.

Annual Leave: excluding bank holidays, starting at 25 days rising by an additional day per year of service up to a maximum of 5 (max: 30 days)
