Job Description

The Service & Team:



This is an exciting opportunity to join Cornwall Council on an interim basis to lead a range of complex HR services whilst also seeking out opportunities to drive improved service to internal and external stakeholders and our customers of HR related services. This role is a member of the organisation's extended leadership team and a member of the People and Change Senior Management Team which oversees the Council's HR, Health, Safety and Wellbeing Services in addition to the Council's wider Transformation portfolio through its strategic and critical projects.



The Role:



In this role, your primary objectives will be to support the Council in maximising its workforce capability and capacity by leading the design and delivery of initiatives to improve HR processes, systems and policies, to oversee performance metrics, identify opportunities for innovation and building capability organisationally.

Evidence of the following skills and experience:


Strategic leadership in transformation

, with a proven ability to set a clear vision and deliver service improvements. This should include experience in organisation design and development.

A track record of delivering efficiencies

, whether financial or non-financial, and successfully managing change initiatives. You should demonstrate a strategic, service-oriented mindset with the ability to translate strategy into delivery to foster a high-performance and outcome focussed culture.

Strong leadership and influencing skills

, with the credibility to handle complex and sensitive issues at both local and Council-wide levels, ensuring outcomes that serve the best interests of Cornwall.

Extensive HR expertise

, supported by CIPD qualification or equivalent experience, with the credibility to lead diverse HR functions. This includes strong knowledge of employment law, policy, and the ability to enhance analytical and data insight capability within HR.
