The National Liberal Club has a new opportunity for a full-time HR Manager to join the team on a permanent basis. They will lead the day-to-day management of the Human Resources function, ensuring the delivery of effective people strategies, policies, and processes. They will be responsible for supporting managers and staff across the organisation in areas including recruitment, employee relations, performance management, learning & development, and compliance with UK employment law.
Main responsibilities
Strategic & Advisory
Act as the main point of contact for HR matters, providing advice and guidance to senior management and employees.
Provide advice and support to managers on disciplinary, grievance, absence, and performance issues, ensuring fair and consistent handling in line with employment law.
Support the development and implementation of HR strategy aligned to organisational goals.
Coordinate settlement agreements or redundancy processes, ensuring compliance with legal requirements and supporting staff through organisational change.
Monitor HR trends and recommend improvements to policies, practices, and staff wellbeing initiatives.
Build positive working relationships with staff at all levels, promoting a supportive and inclusive workplace culture.
Recruitment administration
Manage the end-to-end recruitment process, from drafting job descriptions to onboarding new employees.
Advertise all vacancies internally on Deputy and be the point of contact for internal applications.
Assist Managers, where required, with the posting of job adverts on platforms including caterer, indeed, LinkedIn and NLC and forward internal and external applications to line managers for screening.
Check right to work documentation when candidates come to the Club for an interview and prior to any job offer being extended.
Ensure external candidates receive the Company's privacy notice for job applicants.
Ensure the recruiting line managers complete and return candidate scoring sheets following each interview and retain on file for 6 months.
Monitor and administer the onboarding process.
Prepare and send offer letter, employment contract and addendums, and new starter pack to new joiners.
Ensure all new joiner paperwork is signed and returned on, or prior to, the first day of employment.
Monitor the completion of new employee induction programme and ensure a record of induction is signed by the new employee and their line manager, and a copy kept on the employee's file.
Meet all new employees as part of their induction and conduct the administration section of the induction programme.
Send reference request letters for all new joiners and chase to ensure a response is received. Highlight any concerns to the CEO.
Monitor probationary periods and liaise with the appropriate line manager to ensure review meetings take place at the end of the first week, first month, and first three-months and ensure a review meeting form is completed, signed, and returned to you for filing. Inform the CEO where issues are identified. Ensure line managers complete a probationary period review form during month 5 or 6 (depending on notice period) and return for filing.
Monitor the preparation of letters by line managers, using standard templates, to confirm the outcome of probationary periods, and ensure copies of letters are returned to you for the employee's file.
Co-ordinate and review pre-employment health questionnaires and highlight any concerns to the relevant line manager and CEO.
Keep fixed term contract tracker up to date and ensure the appropriate line manager follows the agreed process for the non-renewal of the fixed term contract, preparing a letter of confirmation using a standard template.
Create hard copy and virtual employee files for new starters, ensuring that all the necessary documentation including references and right to work documents for new starters are filed.
Monitor and administer the leaver process.
Monitor and administer the leaver process, ensuring all leavers are managed consistently and compliantly.
Prepare letters confirming leaver arrangements for all leavers.
Ensure exit questionnaires are completed and returned, followed by conducting exit interviews to identify trends and improvements.
Ensure all company property is returned before the leaver's last day.
Prepare employment reference letters for former employees using the standard template. Use the agreed reference in the case of settlement agreements.
Monitor the absence management process.
Monitor Deputy to ensure all absence days and reasons for absence are recorded and self certification forms and return to work meeting forms completed and are returned for filing.
Prepare monthly sickness absence reports. When three occasions of sickness absence in a rolling 12-month period is reached highlight to the line manager so that a sickness absence review meeting may take place.
Refer on-going, longer term and/or complex sickness absence cases to the CEO and Line Managers.
Administer occupational health referrals as required.
Processing Payroll and Pensions
Work closely with Head of Finance and Administration to support accurate payroll administration.
Produce and check timesheets in preparation for monthly payroll.
Manage staff benefits schemes, including healthcare, wellbeing initiatives, cycle-to-work scheme, and season ticket loan.
Policies & Compliance
Ensure HR policies and procedures are regularly reviewed, up to date, legally compliant, and effectively communicated to managers and staff.
Maintain accurate and confidential HR records in line with GDPR and data protection legislation.
Advise management on changes to UK employment law and HR best practice, recommending updates where required.
Ensure compliance with statutory obligations, including right-to-work checks, equality and diversity monitoring, and health & safety responsibilities from an HR perspective.
Coordinate audits or inspections relating to HR compliance and prepare appropriate documentation.
Develop and implement processes that support good governance, accountability, and transparency across the employee lifecycle.
Other
Maintain hard copy and virtual employee files, ensuring they are kept up to date and audited to ensure compliance with data protection legislation.
Maintain central files for recruitment, training and exit interviews.
Co-ordinate and administer the annual appraisal process.
Co-ordinate and administer periods of family leave (maternity, paternity, shared parental, and adoption)
Co-ordinate and administer requests for flexible working.
Co-ordinate and schedule training.
Prepare employment references as requested by employees for the purposes of mortgage applications and tenancy agreements.
Co-ordinate the annual salary review process and use mail merge to produce annual salary review letters.
Produce reports as required.

Experience and Knowledge
Proven experience in an HR Manager or Senior HR Advisor role.
Strong knowledge of UK employment law and HR best practice.
Experience handling employee relations cases.
Experienced user of HR systems; experience of Deputy is an advantage.
Good working knowledge of office equipment.
Good working knowledge of record keeping and data protection legislation.
Experience of onboarding a new HR system is an advantage.
Qualifications
CIPD Level 5 or above qualification.
