Job Introduction

The West of England Mayoral Combined Authority (MCA) is seeking to appoint a HR Project & Data Manager to join our HR & OD team and help shape a more effective, innovative, and data-driven people function that directly impacts our workforce and the communities we serve.


In this unique and impactful role, you'll lead major HR projects and be the go-to expert for everything data and process related. From workforce planning and performance metrics to process redesign and systems optimisation, you'll be driving improvements that truly matter while ensuring we stay compliant, collaborative, and forward-thinking.


Your key responsibilities in this role will be to ensure a focus on delivering the priorities of the HR team by:

Leading strategic HR projects from HR system migrations to design & delivery, ensuring they align with organisational goals and offer real return on investment. Developing and maintaining high-quality reporting tools and dashboards, using systems like Power BI, to support data-led decisions. Creating and refining HR policies, processes, and frameworks that improve performance and compliance across the business. Acting as a change agent by engaging and influencing colleagues at all levels to embed new ways of working. Setting key performance indicators for the HR team and using data to identify trends, risks, and opportunities for improvement. Designing a library of templates, guides, and toolkits to support consistent and effective HR operations.

The salary for this role is 45, 718 - 49, 764. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
