Purpose of the Post

Ensure that the people of Gwynedd are at the heart of everything we do.
Provide the Council with a professional advisory service. Ensure compliance and consistency in working practices and adopt and share best practices and develop and review relevant policies and procedures.

Main Duties

Advise Heads of Departments, senior managers and other managers on all Human Resources matters by promoting a "One Council" culture at every possible opportunity. Provide advice on all aspects of employment, including recruitment and selection, interpreting terms and conditions of employment, managing performance, employment cases, restructuring and changes within services, and exit arrangements. Be proactive and maintain links and an open and constructive relationship with representatives of the Trade Unions Advise and support managers to deal with disciplinaries, concerns and complaints and under-performance; and contribute to preparing and presenting cases as required. Monitor absence levels by promoting the corporate absence management arrangements, provide guidance to managers and regularly consult with the Occupational Health Unit on individual cases to support staff to return to work. Take a central role in developing and reviewing local terms and conditions along with policies and procedures involving the workforce and then promote their consistent implementation across the Council. Promote the Council as an employer of choice by raising awareness of the careers, the employment package and the working conditions offered to staff. Support and offer guidance to managers in relation to workforce planning. Attend relevant departmental management team meetings to secure the input of the human resources department to support developments within services across the Council. Collaborate to develop corporate plans and projects and to secure a Continuous Improvement Plan for the Service. Operate within corporate policies and procedures in relation to equal opportunities and equality and be at the forefront of promoting these principles within the Council. Consult and collaborate closely with the Human Resources Advisers/ Officers within the Service as well as officers of other Departments to provide the best possible service for the customer. Responsibility for self-development. Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy. Operate within the Council's policies in relation to equal opportunities and equality. Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation. Commitment to reducing the council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the council's Carbon Footprint. Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused. Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
