We are currently looking for an HM/EM Construction Manager to join our Skavica Hydropower Project (SHP) execution team, supporting the delivery of the works. The SHP sits within our Heavy Civil business line and is a key part of Bechtel\'s global infrastructure business unit, focusing on the development and delivery of motorways, hydro and pumped hydro storage power projects, and civil/marine works in support of projects undertaken by Bechtel\'s other global business units. This business line is based in London but executes projects around the world including UK, Australia, North America, and the Balkans.

SHP, or \xe2\x80\x9cThe Project\xe2\x80\x9d, is a priority infrastructure project for the Government of Albania (GoA). In June 2020, the Prime Minister declared the Project to be a \xe2\x80\x9cNational Interest Project\xe2\x80\x9d that will reduce Albania\'s dependence on energy imports and position Albania as an energy hub for the region. Albania currently generates over 95% of their electricity through hydroelectric power (\xe2\x80\x9cHEP\xe2\x80\x9d). The project is in the northeast of Albania, close to the border with The Republic of Kosovo and The Republic of North Macedonia. The Project will be situated in a steep valley, immediately upstream of the existing reservoir of Fierza, 21 km south of the city of Kukes (in straight line) and 26 km north of Peshkopi.

The Project consists of a 150m tall Roller Compact Concrete (RCC) dam creating a reservoir estimated to cover approximately 54.1km2. Two diversion tunnels of 600-700m length will be installed to enable the construction of the dam whilst a single 1,300m long intake tunnel (8.5m in diameter) will supply water for the operations of the powerhouse in the final condition. The powerhouse will include 2x100MW + 1x10MW Francis turbines (total of 210 MW) connected to a 20km long transmission line.

The Project will be executed as a Joint Venture (JV) between Bechtel and WeBuild.

Position Summary

Assigned to the Skavica Hydropower team within the Heavy Civil organization the HM/EM Construction Manager reporting to the Project Construction Manager, is responsible for the organization and delivery of all works associated with the installation and commission of the HM/EM works on the Project. The Project Construction Manager may be an employee from the JV partner (TBD). The HM/EM Construction Manager will lead all execution planning activities and ensure planned construction activities are following the design and specifications, and that construction schedules and cost estimates are achieved during delivery of this successful project. The role will include providing input into the constructability aspects of the design development of the HM/EM elements of the project.

Typical Responsibilities

  • Manage the team of HM/EM Engineers on site.
  • Detailed understanding of the Contract documents (drawings and specifications), phasing plans, HM/EM systems interfaces, interrelationships, construction sequencing and project schedule.
  • Facilitate problem solving, as may arise, between the OEM Subcontractors / Hydro Mechanical Suppliers and other teams during construction.
  • Validate design issues related to HM/EM matters and suggest alternative solutions.
  • Assist in the receipt and review of submittals received for the OEM and HM providers.
  • Manage the production of daily reports, work packages, supporting documents, check list and ITP\'s.
  • Log and post all HM/EM installation changes and as-built information on field drawings.
  • Assist in the scope review, budgeting and justification of HM/EM changes.
  • Assist in the installation of HM/EM work.
  • Direct, monitor and control the activities of HM/EM Subcontractor(s).
  • Coordination and administration of HM/EM related materials, systems and shop drawings submittals.
  • Liaison with HM/EM Suppliers, Consultants, Supervisory Engineers, Inspectors and relevant staff.
  • Ensure that HM/EM Subcontractors provides and adheres to relevant Quality documentation/records.
  • Ensure that Team and Subcontractors adheres to Project safety regulations.
  • Establish work rules for all job sites.
  • Plan the work, schedule the plan, and work the schedule to meet specific milestone dates.
  • Identifies requisitions construction equipment and consumables.
Skills and Qualifications

Basic Qualifications
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management.
  • Plan and the Bechtel Core Processes.
  • Extensive project-based experience, including a minimum of 2 EPC projects in a construction role.
  • Broad understanding of mechanical, electrical, control & instrumentation components of large hydropower facilities. This should include turbines, generators, balance of plant, auxiliary equipment, switchgear and hydromechanical equipment.
  • Practical experience in the management of interfaces, contract administration, installation, commissioning and testing.
  • Has worked in country on international EPC projects, preferably in the Balkans, Europe and/or Middle East.
  • Extensive experience of construction experience with proven working knowledge of mechanical, electrical and piping with at least 5 years in a delivery management role.
  • Working knowledge of drawings, specifications and schematics associated with HM/EM works.
  • Construction procedures and practices.
  • Proven experience in reviewing design drawings for safety and constructability inputs.
  • Computer literate.
  • Possess excellent communication and organizational skills, comfortable working in a dynamic team environment.
Additional Qualifications / Experience
  • A recognized degree in a relevant trade, engineering or scientific discipline, and/or prior extensive work experience leading to a thorough understanding of the knowledge described above.
  • Prior EPC work in the JV.
