Job Purpose:
To lead the development and implementation of the Council's HR strategy, ensuring it aligns with the overall business plan and delivers against key performance indicators. The role will provide leadership across the HR function, supporting transformation, driving cultural change, and ensuring high-quality HR services across the full employee lifecycle.
Key Responsibilities:
Work with the Executive Team to design and implement HR strategy based on business needs and data.
Lead and develop the HR team, supporting them to reach their full potential.
Support transformation and organisational change programmes, ensuring proper consultation and risk management.
Drive cost-saving initiatives in partnership with the Transformation Team.
Promote best practice in HR across the Council, challenging constructively where required.
Partner with HR Business Partners, the Executive Team, and Senior Leaders to drive the people agenda.
Oversee development and implementation of HR policies and procedures to support strategy and ensure legal compliance.
Monitor HR KPIs and provide recommendations for improvement.
Lead on change management initiatives.
Ensure efficient delivery of HR operations, payroll, and administrative processes.
Manage recruitment and resourcing, positioning the Council as an employer of choice.
Oversee employee relations, including complex casework and organisational change.
Lead internal communications to keep employees informed of organisational issues.
Oversee learning and development to meet current and future business needs.
Embed equality, diversity, and inclusion in all HR activity.
Manage the HR budget and supplier contracts, ensuring value for money.
Build strong employee voice mechanisms and lead relationships with Trade Unions.
Person Specification
Qualifications:
Level 7 CIPD qualification or equivalent experience (Essential)
Evidence of CPD (Essential)
Recognised Management qualification (Desirable)
Experience:
Senior-level generalist HR experience, reporting into Director level (Essential)
Experience delivering transformational change (Essential)
Strong leadership and team management experience (Essential)
Experience designing and delivering people strategies and managing budgets (Essential)
Public sector or council experience (Desirable)
Experience working with Trade Unions (Desirable)
Knowledge & Skills:
Broad generalist HR expertise across the full employee lifecycle (Essential)
Change management expertise (Desirable)
Strong written, oral, and presentation communication skills (Essential)
Analytical, organised, and structured in approach (Essential)
Strong stakeholder management and influencing skills (Essential)
Understanding of elected members' roles within a local authority (Desirable)
