As our appointed

Lead Officer for Trading Standards,

you will be responsible for the organisation and delivery of the core Trading Standards functions throughout Pembrokeshire, with the 'exclusion' of food standards and animal health and welfare which sit under other Leads.



We're looking for an experienced and dedicated Trading Standards Lead Officer to manage a team of officers and to ensure efficient and effective delivery of Trading Standards services across the County, whilst developing and maintaining specialist professional knowledge.


Your Role:




Lead specialist for Trading Standards, providing expert advice, guidance, and support to colleagues within the Authority. Full line management responsibility for a team of Trading Standards officers and Fair Trading inspectors, ensuring team performance meets service aims and objectives. Work in partnership with other organisations and local authorities, on the identification and delivery of trading standards priorities. Produce and implement the Council's Trading Standards Service Delivery Plan. Appointed as the Chief Inspector of Weights and Measures for the Authority, you will be responsible for calibrating and maintaining the Authority's weights and measures standards and equipment, and will support the team in inspecting, testing, verifying, and certifying weighing and measuring equipment for trade activities. Undertake a comprehensive range of professional and specialist duties, ensuring the Council meets its obligations and upholds its policies and practices effectively. Enforce relevant legislation, conduct inspections, and oversee investigations. Investigate complaints and incidents, ensuring appropriate actions and legal reviews. Engage in Primary Authority Partnership activities. To respond to applications made under the Licensing Act 2003, as a 'responsible authority'. Participate in audits, develop action plans, and respond to consultations and information requests. Monitor expenditure, comply with health and safety, and adhere to corporate policies.

About You




Qualification:





You must hold one of the following qualifications:
CTSI Trading Standards Practitioner Diploma (Trading Standards Advanced Practitioner and Chartered Status desirable). Diploma in Trading Standards (DTS) or equivalent, or Degree in Trading Standards or equivalent, including Metrology, or Diploma in Consumer Affairs and Trading Standards (DCATS) including Metrology, or



Experience and Skills:




Proven regulatory experience in local government, including inspections and investigations, plus team management. Strong IT proficiency, analytical abilities, and the confidence to enforce legal standards tactfully. A full valid driving licence and access to a vehicle for business purposes are essential. Ability to speak Welsh is desirable.



Job Working Environment:




Whlst this role offers a blend of home-based work in line with the Council's Hybrid Working Policy, the role involves working at a variety of locations including site visits to businesses around Pembrokeshire and occasionally out of County. The role may encounter challenging working environments and occasional confrontational situations. Flexibility to occasionally work outside regular office hours may be required to meet service delivery needs and fulfill the Authority's responsibilities.
