Salary:

The starting salary is 47,060, which includes allowances totalling 2,928.


The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

We are looking for a Course Programme Manager to join the New Leadership Academy, a key part of A New Met for London - our commitment to building a strong, capable, and confident cohort of leaders across the organisation.


This role leads the creation of engaging, structured, and measurable learning experiences using recognised instructional design methodologies and adult learning principles. As a learning design specialist, you'll ensure all programmes meet national standards and licensing requirements, collaborating with internal and external partners to deliver excellence in leadership development.

Key responsibilities



Conduct comprehensive Training Needs Analyses (TNA) to identify learning gaps, define performance objectives, and align training with organisational goals. Collaborate with stakeholders, SMEs, and business leaders to validate needs and ensure training solutions meet strategic priorities. Design structured learning curricula with clear Training Objectives (TOs), Enabling Objectives (EOs), and Key Learning Points (KLPs). Apply learning taxonomies to define learning levels and structure content effectively. Develop and implement robust assessment strategies aligned with learning objectives. Design training programmes tailored to learner profiles, content complexity, delivery methods, and operational context. Produce detailed lesson specifications and plans to ensure consistent, measurable delivery. Create engaging leadership development programmes for emerging and experienced leaders. Apply instructional design models (ADDIE, SAT, DSAT) and adult learning principles to deliver impactful, sustainable learning. Develop Training Quality documentation, including Train the Trainer packages and instructional quality assurance processes.

To apply for this position, you will need the following skills and experience.



Knowledge:



Broad understanding of learning technologies and their application. Knowledge of aligning leadership training initiatives with wider organisational objectives. In-depth understanding of leadership programme evaluation methods.

Skills:



Proven expertise in Training Needs Analysis (TNA), instructional design, and curriculum development using TOs, EOs, and KLPs. Strong stakeholder engagement and communication skills, with the ability to influence and align learning outcomes. Skilled in applying learning taxonomies (e.g. Bloom's) to structure objectives and design impactful leadership development programmes. Highly proficient in Microsoft 365 and SharePoint, with excellent project management and organisational skills. Detail-oriented, quality-focused, and driven by a creative, growth-oriented mindset.

Experience:



Proven ability to manage multiple complex training projects in fast-paced environments. Extensive experience in leadership training and instructional design using methodologies such as ADDIE, SAT, or DSAT. Strong background working across departments and building effective relationships with diverse internal and external stakeholders. Experienced in regulated industries with a focus on training compliance and quality assurance (QA) in adult learning environments. Familiarity with policing, emergency services, defence, or other uniformed services.

Qualifications:



Degree (or equivalent) in Instructional Design, Education, Learning & Development, or a related discipline. Certified in instructional design or training (e.g. CIPD Level 3-5) with proven success in delivering impactful learning solutions or equivalent experience. Strong project management experience in learning initiatives, supported by formal training. Demonstrated success designing and delivering leadership development programmes in large, complex, or regulated environments (public sector experience advantageous). Active or aspiring member of a recognised professional body such as CMI, IoL, or CIPD.
