Location:
Contractually based from one of our RTS offices, with some flexibility to work from home, subject to business requirements and line manager approval. Travel across RTS programme delivery as required.
Salary:
Grade 3 35,711 - 38,622 per annum FTE (Pro-rata for Part time) (5% employer pension contribution, Medicash and group life assurance, 27 days annual leave per annum for FTE plus bank holidays)

Role Summary
The Learning & Development (L&D) Specialist will play a key role in building organisational capability by designing, delivering, and evaluating effective learning solutions that support staff development and organisational priorities. Working closely with the HR and Programme Design teams, the postholder will ensure employees are equipped with the knowledge and skills needed to perform effectively, develop in their roles, and contribute to our mission particularly in delivering place-based change.
The L&D Specialist will also oversee compliance with mandatory training requirements, ensuring learning is effectively tracked, recorded, and continuously improved within budget.
Key Responsibilities
Learning Design & Delivery
Design and deliver engaging, high-quality learning interventions (workshops, e-learning modules, and blended learning) that align with organisational needs and strategic goals.
Develop and implement learning programmes to build staff understanding and capability in place-based changeand other core work areas.
Create and maintain digital learning content (e.g., PowerPoint modules, e-learning materials, videos, and toolkits).
Ensure learning design reflects accessibility standards, and inclusive practices.
Employee Development & Talent Growth
Support the implementation of staff development plans, ensuring alignment with career progression and succession planning goals.
Coach managers and staff on learning pathways, skills development, and effective use of learning resources.
Collaborate with HR and line managers to identify skills gaps and learning priorities through performance reviews and skills audits.
Mandatory & Compliance Training
Manage the organisation's mandatory training framework, ensuring all employees complete required onboarding and annual refresher courses.
Maintain accurate and up-to-date training records within the Learning Management System (LMS) or equivalent platform.
Monitor completion rates and provide regular reports to HR and leadership.
Evaluation & Continuous Improvement
Evaluate the effectiveness of learning programmes using feedback, performance data, and impact measures.
Recommend improvements based on learner insights, evaluation results, and emerging best practice.
Keep up to date with developments in L&D technology, methods, and trends, incorporating innovation into training design.
Collaboration & Communication
Work in partnership with HR, programme, and operational teams to ensure training initiatives support organisational objectives.
Promote a culture of continuous learning and knowledge sharing across the organisation.
Ensure training delivery fits within budget and research affordable training resources.
Act as an internal ambassador for L&D, helping embed learning into day-to-day work practices.

Required Experience
(essential)
Demonstrated experience in designing and delivering engaging learning solutions in a professional setting.
Strong understanding of learning design principles and digital training tools (e.g., PowerPoint, LMS platforms, e-learning authoring tools).
Experience managing mandatory training and development programmes.
Excellent communication, facilitation, and stakeholder engagement skills.
Strong organisational skills with the ability to manage multiple projects and priorities.
Knowledge of learning analytics and evaluation methods.
