Hours - 37 hours per week



Contract type - full time, permanent



Work Style - Flexible/Hybrid (minimum two office days per week)

The Role




As a Major Projects Delivery Lead, you will play a pivotal role in leading some of Wolverhampton's most ambitious regeneration, and development programmes--including joint public sector transformational projects that deliver real impact for our communities.

Key Responsibilities



Lead the development and delivery of complex, high-value projects aligned with the Council's strategic vision and public sector partner objectives. Drive major initiatives from inception to completion, applying robust programme management and a relentless focus on commercial value and community outcomes. Deliver transformational programmes through collaboration with One Public Estate and other government initiatives, unlocking shared opportunities across the public sector estate. Commission and contract manage services for major capital regeneration projects, working with partners to deliver joined-up, innovative solutions. Provide expert advice on asset transformation, regeneration, and public estate delivery, influencing policy and best practice. Prepare and manage public sector grant funding applications, ensuring compliance and effective reporting. Monitor and manage capital and revenue budgets, ensuring projects are delivered on time and within budget. Build and maintain strong relationships with internal and external stakeholders, acting as a subject matter expert and ambassador for the Council. Lead, motivate, and develop high-performing teams, fostering a culture of excellence and collaboration.

Key Requirements



Demonstrable experience in delivering major capital or public estate projects, with a track record of managing multi-disciplinary teams and budgets. In-depth knowledge of asset management, regeneration, and public sector estate, with strong analytical, leadership, and communication skills. Demonstrable equivalent project/programme management experience (e.g., PRINCE2, MSP, APM). A passion for public service, innovation, and delivering meaningful community outcomes.

Qualifications



Post-graduate qualification in a relevant field (e.g., Chartered Surveying, Urban Planning, Architecture, Civil Engineering, Construction Management). Chartered membership of a recognised professional body (RICS, RTPI, RIBA, CEng, CIBO). Evidence of continuous professional development.

Our working arrangements




All council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for 'touch down' space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
