Department- Supervision and Compliance Monitoring
Salary - National (Edinburgh and Leeds) ranging from 72,100 to 110,000 and London 79,300 to 120,000 per annum (Salary offered will be based on skills and experience)

The PSR is an independent economic regulator led by Managing Director, David Geale - who is also Financial Conduct Authority (FCA) Executive Director, Payments and Digital Finance. The PSR is a subsidiary of the FCA.
In March 2025 the Prime Minister announced that the PSR would be consolidated into the FCA, a pragmatic next step in simplifying regulation of payments. The Government has been clear that payment systems must continue to be effectively regulated - see the Government's consultation (which was published in September 2025) - and so the PSR is continuing to focus on delivering its important and impactful programme of work, collaborating closely with the FCA. The transition is taking place in phases, with some teams already moving to the FCA where they continue to support PSR activity.
The department you are applying to join will ultimately move into the FCA - either when the new legislation takes effect or before. Candidates should be aware, therefore, that there may be changes to their responsibilities as consolidation into the FCA progresses.
The Supervision and Compliance Monitoring (SCM) Division is responsible for ensuring that the PSR's regulatory requirements are complied with and improving outcomes for everyone that uses payments systems by challenging poor practice within firms.
What will you be doing?Responsible for shaping the future of regulatory supervision by designing and implementing a forward-thinking supervisory strategy for PSR-regulated organisations aligned to our strategic priorities Connect and influence by building strong, effective relationships with senior stakeholders across the regulatory and payments landscape such as payment system operators, HM Treasury, the PRA, Bank of England and CMA Guide a significant transition as you help embed the supervision of payment systems into the FCA's well-established supervision model and governance structures ensuring a smooth and effective integration Drive impact through innovation by shaping and delivering ambitious plans that contribute to the PSR's vision and strategy, while fostering a culture of continuous improvement and learning Inspire and empower a high-performing team by providing strong, thoughtful mentorship of the Supervision Team encouraging collaboration, personal development and cross-functional teamwork Be a role model by promoting PSR's commitment to diversity, inclusion, equality and corporate social responsibility helping shape a culture that supports both people and purpose

MinimumPrior experience managing a supervision, compliance, or monitoring function, demonstrating strong collaboration and oversight capabilities Prior experience managing a team Prior experience directing and overseeing the successful delivery of major projects and programmes within tight timescales, effectively navigating periods of change, handling a wide range of issues and managing competing priorities

EssentialExperience in financial services regulation, especially payments, with a strong grasp of supervision's role in effective regulation Proven leadership in managing teams through change, using techniques that drive success Excellent communication and stakeholder management, skilled at influencing and collaborating internally and externally Demonstrated thought leadership and strong problem-solving skills, balancing analysis with practical judgement Track record of effective management of teams and resources, focused on delivering value and fostering a diverse, inclusive talent pool
