Overview:




We are seeking a highly experienced

Managing Quantity Surveyor (MQS)

to lead and manage commercial activities across a portfolio of water and wastewater projects as part of the latest AMP cycle. This role is ideal for a commercially astute professional from a

main contractor background

, with strong client-facing capabilities and a deep understanding of NEC contracts and AMP frameworks.

Key Responsibilities:



Lead the commercial function on multiple water and wastewater projects, ensuring delivery within budget, timescales, and contractual obligations. Manage a team of Quantity Surveyors and oversee all cost management, procurement, subcontractor engagement, and payment processes. Act as the key commercial interface with the client, ensuring strong, collaborative relationships and proactive contract and stakeholder management. Ensure accurate forecasting, budgeting, CVRs, cost planning, risk management, and reporting. Support bid teams with pricing strategies and commercial input for tenders and framework submissions. Provide commercial assurance, governance, and leadership in line with business goals and regulatory frameworks (OFWAT, AMP). Ensure compliance with NEC3/NEC4 contracts, ensuring change control and compensation event processes are managed efficiently. Drive efficiencies, value engineering opportunities, and continuous improvement across the commercial lifecycle. Represent the business at client meetings, progress reviews, and commercial negotiations.

Requirements:



Degree-qualified in Quantity Surveying or a related field. Minimum 8-10 years of experience in a commercial role within the

water or utilities sector

, ideally across multiple AMP cycles. Strong track record working with

Tier 1/main contractors

in a leadership commercial capacity. In-depth knowledge of

NEC contracts

(especially ECC Options A and C). Proven experience in

client-facing roles

, with excellent communication and stakeholder management skills. Ability to lead and mentor commercial teams and work collaboratively with project delivery teams. High level of commercial and contractual awareness, with excellent analytical and negotiation skills. Full UK driving licence and willingness to travel to sites as required.

Desirable:



Professional membership (e.g., MRICS, MCICES, or equivalent). Experience with frameworks such as AMP7 or AMP8. Familiarity with cost systems and project controls tools (e.g., Cemar, Oracle, COINS).
