The MEICA Estimating Manager plays a pivotal role in the successful delivery of competitive bids and project tenders within the UK water industry. This position is responsible for the comprehensive review, validation, and coordination of cost estimates related to Mechanical, Electrical, Instrumentation, Control, and Automation (MEICA) works across water and wastewater infrastructure projects.
The role encompasses the critical evaluation of tender documentation, including specifications, drawings, schedules, and contract conditions, to accurately define scope, identify risks, and develop commercially viable pricing strategies. Working closely with multidisciplinary teams including design engineers, procurement specialists, project managers, and commercial leads, the Estimating Manager ensures that all technical, commercial, and delivery assumptions are aligned with client expectations and industry benchmarks.
In addition to generating first-principles estimates, the MEICA Estimating Manager is expected to apply sound engineering judgement and deep sector knowledge to assess buildability, programme feasibility, and cost drivers. This includes engaging with the supply chain to source competitive quotations, applying benchmarking data, and integrating value engineering opportunities that enhance the efficiency, sustainability, and commercial strength of proposals.
A thorough understanding of UK water industry regulations, including DWI standards, WIMES specifications, health and safety requirements, and environmental compliance, is essential. Furthermore, experience with NEC3/NEC4 contract frameworks and familiarity with the operational expectations of major water utility clients is vital to the success of the role.
This position demands a detail-oriented, commercially astute individual capable of leading and mentoring a team of estimators, contributing to strategic bid decisions, and supporting handovers to project delivery teams with accuracy, clarity, and continuity.
