On behalf of the Cabinet Office, we are looking for a National Bio-surveillance Network Project Manager (IR35/PAYE) for a 3 month contract. This is a hybrid working role (one day per week office based - London).

Job Purpose:



We are looking for an interim Project Manager who will be responsible for leading end to end delivery of the Initial Operating Capability of the National Bio-surveillance Network.



The NBN is one of the flagship outcomes of the 2023 Biological Security Strategy (BSS) and forms the biggest project in the new Integrated Security Fund Biosecurity Portfolio.



Working closely with the Grade 6 Project Lead, the Project Manager will be confident ensuring alignment with strategic objectives, timelines and budgets as well as interoperability with government departments.



As a Project Manager, your responsibilities will be:



Day-to-day delivery and design of the overall NBN project across the three workstreams:

A searchable metadata catalogue of key information about bio-surveillance datasets associated with biothreats included on the priority pathogens list and/or included in the -NSRA, including what the dataset includes, how frequently the dataset is updated, where it is held and who the data owner is.



An integrated data brokerage system to increase sophistication of data sharing, expanding sharing ways of working across HMG in peacetime, so that teams are ready to collaborate in a crisis and one-health data, information and insights can flow more seamlessly across government.



A cross-government One Health knowledge and community hub where experts across government can share their insights on relevant technical matters. This could include bio-surveillance best practice techniques and building a One Health approach into assessments.

Providing regular status reporting to stakeholders and into governance arrangements. Continuous monitoring of risks and issues, and taking appropriate steps to mitigate or escalate where appropriate. Controlling, forecasting, managing and monitoring the project finances, and reporting variances/escalating as appropriate Tracking and managing resource requirements (including roles and responsibilities), and FTE profile the project. Developing and implementing a comprehensive stakeholder communications plan, including working level and senior representatives across the One Health ecosystem.
