About the role
Are you a strategic leader with a passion for highways, legislation, and service excellence? Balfour Beatty is looking for an experienced Network Assurance Manager to lead our multi-disciplinary team in East Sussex. This is a pivotal role where you'll shape the future of network management, ensure legal compliance, and drive performance across a high-profile contract.
What you'll be doing
Lead the Network Assurance Team, including Highways Stewards, Licensing & Enforcement, and Network Management.
Oversee the operation of the East Sussex Permit Scheme and Lane Rental Scheme, ensuring full compliance with legislation.
Provide strategic and operational leadership, managing performance, resources, and risk.
Develop and implement systems to minimise third-party claims and support enforcement actions.
Collaborate with East Sussex County Council and other stakeholders to deliver service excellence.
Ensure accurate collection and reporting of all Network Assurance-related income.
Represent the service at governance boards and senior management meetings.
Support the development of policies, procedures, and quality assurance mechanisms.
Lead on health & safety investigations and conduct senior management site tours.
Who we're looking for
In-depth knowledge of the Highways Act 1980, NRSWA 1991, and Traffic Management Act 2004.
Proven experience in a similar leadership role within highways or network management.
Strong understanding of stakeholder engagement and client-facing responsibilities.
A track record of implementing operational improvements and driving performance.
Excellent leadership, communication, and organisational skills.
Ability to present complex data in a clear, actionable format.
A flexible, agile mindset with a focus on continuous improvement.
