We are looking for a Network Development Manager to join the EMEA Network Investments team to support our growing capacity and footprint needs. The successful individual will lead network investments through capacity and dark fiber leases, acquisitions, and network infrastructure project development. They will - often working with partners and vendors - develop and implement strategies to provide Meta with best in class economics, optimal flexibility & scalability, unmatched delivery & availability as well as optimized operations & maintenance arrangements.If you are passionate about network infrastructure and making the world more connected, please send your resume for consideration for this exciting role.


Network Development Manager Responsibilities:

  • Develop supply strategies, including joint build efforts with partner organizations
  • Identify suppliers, negotiate commercial terms, and execute supplier contracts
  • Oversee contract performance, track and ensure supplier compliance, validate supplier budgeting, and renegotiate contract terms as needed.
  • Manage and develop deep partner relationships across a diverse range of countries.
  • Maintain comprehensive understanding of telecom wholesale market technological and commercial developments and represent Meta in conferences and trade shows
  • Generate clear and objective investment analysis and recommendations for investment approval.
  • Collaborate with finance and planning teams to develop budgets, forecasts, and long-range investment plans
  • Work closely with cross-functional teams to develop network requirements and acquisition strategies
  • Manage cross-functional infrastructure projects in a matrix organization, covering a range of areas (DC and, PoP connectivity, and backbone optical network)
  • Develop and manage end-to-end project plans from concept stage through capacity turn-up, ensuring on-time delivery
  • Provide hands-on program management support during project life-cycle phases, including capacity turn-up and network operations.
  • Manage program risk and changes, providing regular visibility to cross-functional teams and key stakeholders
  • Ability and willingness to travel up to 30% of the time abroad.



Minimum Qualifications:

  • BA/BSC or equivalent in technical or business related field and relevant industry experience in decision making roles
  • Good understanding and experience in subsea cables, fiber infrastructure, and carrier market players in EMEA
  • Ability to analyze and present quantitative and qualitative comparative analysis of investment alternatives and recommendations
  • Strong project management and reporting skills with the ability to coordinate multiple, cross-functional teams
  • Proven track record of major deal execution and understanding of subsea cables and / or terrestrial fiber infrastructure



Preferred Qualifications:

  • Technical knowledge of networking particularly in transport technologies
  • Multilingual in 1 or more regional business languages, proficiency in French would be bonus
