Job Description

This Operational Lead role sits within Provide CIC's Community Partnerships division and involves the professional and clinical leadership, line management and development of an established acute Speech and Language Therapy team (comprising general medical, head & neck, stroke and voice services), ensuring the delivery of safe, effective and efficient services at Broomfield Hospital.

The post holder will also be responsible for :

Working closely with senior leadership in MSEFT and Provide CIC to safeguard the interests of the service and to increase profile and influence within the hospital. Devising and implementing service strategies, including workforce strategies to manage the increasing demand for acute services. Maintaining high quality, patient-focused care for the service. Achieving and maintaining quality care through the delivery of evidenced based/ research-based practice. Ensuring that good governance for the service is embedded. The implementation of audits to help underpin and drive service improvement. Managing the Provide budget for the Acute SLT service. Maintaining a degree of clinical input at an expert level. Working full-time or contributing to the role as part of an approved job share Monitor national and local guidance relating to acute services and participate in the review of local policies ensuring consistency with national directors and local frameworks. Oversee the service in line with agreed financial and quality objectives. Ensure that all targets are communicated, understood and achievable. Develop a performance management framework and provide support to colleagues to meet required standards. Develop an agreed data set to satisfy the needs of activity and quality reporting and facilitate clinical review/audit of care. Analyse monthly activity and p roduce performance reports Deputise for the Divisional Operational Lead and provide cross-c over for the Operational Lead for Community SLT as needed. Work with clinical and non-clinical colleagues internally and externally to develop the service in line with the wider system strategy. Hold responsibility for either delegating complaint investigations or undertaking investigation of complaints, ensuring appropriate actions are taken to resolve/address deficiencies in service provision. Manage workforce via staff rostering, sickness/absence reporting, recruitment and selection etc. Build a working environment that attracts new and diverse colleagues into the team and contributes to retaining them.

Leadership



To regularly review resources and take a lead in developing skill mix within the teams. Work with all members of multi-disciplinary, multi professional team to continually reassess and develop services provided. Lead, organise and participate in regular team meetings. Lead specific projects and service reviews. Ensure that staff within the locality are able to seek professional discipline specific supervision and receive support on a day-to-day basis. Enable staff to seek advice and guidance to inform their decision making and action from others through supervision, mentorship and effective line management. Ensure that those being line managed are clear of their role, responsibilities and are set clear, specific objectives. Ensure adherence to policies and guidance for supporting and developing staff e.g. one to ones, appraisal and competency. Ensure that there is a commitment to achieving continuous professional development of all staff (registered and unregistered). Clinical Skills



Act as a role model and as a clinical expert to the service. Work within the boundaries of professional and clinical competence, supporting workforce of the wider adult SLT service to do the same. Develop service models and initiatives to respond to changing demands for care based on needs assessment, within the localities, taking account of technological developments and service development elsewhere. Provide clinical direction to the service, with particular expertise in one or more relevant areas of speciality. Non-Medical Prescribers (if appropriate) must be compliant with the relevant professional body's non-medical prescribing Standards and the organisational policies and guidelines for non-medical prescribing.

Computer/Administration



To be computer literate and encourage implementation of the Provide CIC and MSEFT IM&T strategies. To ensure accurate recording of actions and updating patient records maintaining confidentiality at all times. To take part and assist in the planning and administration relating to day to day running of the caseload and work allocation. To be competent in the use of E-Roster for workforce planning and able to utilise the systems, as required/necessary for the service/locality.

Communication



To provide leadership to all clinical and non-clinical staff within the post holder's portfolio. To develop a culture where staff are involved in the business development of the service. To communicate effectively with a wide range of clinicians, managers and support staff, internal and external to the organisation, and with patients and carers. To support the Divisional Operational Lead and relevant Heads of Service in the development of close working relationships with internal and external partners. To ensure effective communication systems exist within the service so that staff receive necessary information in relation to organisational developments. To deliver effective and targeted communication to staff regarding the service in a variety of styles, including presentation, reports, briefings and discussion. To present and promote a positive image to patients, public, other health and social care providers, commissioners and relevant external agencies. To communicate highly complex, sensitive or contentious information at all levels within the service area, using negotiation skills, persuasion and diplomacy. To anticipate barriers to communications and resistance to change and to be able to manage these effectively, liaising and seeking appropriate support as required.

Training



Ensure students are actively supported to enable them to achieve their learning needs. To ensure own continued professional development and support a culture of lifelong learning in self and others. To undertake, and assist, in the planning of own mandatory training and workshops. To undertake a regular appraisal, developing a personal development plan that includes clinical competencies reflecting the health needs of the local population. To support new staff and their integration within the team. To support training as part of the role, including changes to professional development and implementation of new policies and guidelines.

Specific Tasks directly related to the post:

Financial Responsibility



Ensure compliance with the financial governance policies and procedures. Ensure relevant financial targets are met, or ensure actions are put in place to do so. Have day to day responsibility for the service budget within Provide, effective use and monitoring of it. Act as an authorised signatory and be aware of the responsibility that this involves. Ensure that temporary staffing expenditure is managed within budgetary limits across the services. Contribute with the Divisional Operational Lead to the financial prioritisation, budget setting and the identification, recommendation and procurement of capital.

Policy and Governance



Contribute and actively promote the strategic aims and objectives of the organisations. Facilitate or contribute to the development of clinical guidelines, evidenced based care pathways, protocols and operational policies, in partnership with clinicians and other managers within the adult services. Lead the implementation of audit across the service. Provide expert advice on professional issues as required. Undertake regular review of complaints, risk alerts, adverse incident reports and legal claims, to create a philosophy of risk minimisation and learning from incidents and complaints. To identify any changes to the service risk register. Ensure that the locality delivers services in a patient-centred manner and that clinical and health care standards are achieved. Ensure that any organisation wide systems for assessing user satisfaction are implemented in order to monitor quality of services provided and engage users in service development. Lead and support clinical research and audit projects within the managed area. Ensuring evidence is in place for Care Quality Commission compliance for the services.

Research & Development



Critically examine new research findings and ensure that they inform practice as appropriate. Actively disseminate and communicate with teams managed about advancements and standards of care. Facilitate and participate in audit and research, supporting this both internally and externally to the service.

Analytical skills



Analyse monthly activity information for services provided, taking corrective action to maintain activity targets. Reflect on and interpret complex information, factual situations that require analysis, option appraisal and generation of solutions. Work with the Divisional Operational Lead to monitor Service Specification, contracts relating to the services and Key Performance Indicators to ensure they are delivered.

Planning & Organisation



Work with the Divisional Operational Lead and Business Intelligence Team to prepare business cases to support service requirements as required. Plan workforce requirements based on future service delivery need. Be responsive and flexible to changing priorities and deadlines. Manage own time effectively and delegate appropriate functions responsibly. Plan, coordinate and manage a variety of meetings involving a wide range of attendees.

Management of Resources:

To ensure the operational running of services through effective deployment of all resources, providing a framework for achieving best outcomes and objectives. This will include the development of protocols, local policies and procedures, liaison networks and managerial structures. To act as an authorised signatory for budgets within agreed limits. To manage a budget within the scheme of delegation and to the agreed accounting standards and procedures. Manage the delegated budget assisting in the delivery of annual cost reduction/improvement plans identifying improved efficiencies and communicating these as required. To ensure that issues of equality and diversity are fully considered in service provision. To ensure clinical services have robust risk management arrangements in line with organisational policy. * To develop a well-functioning service which develops credibility as a service provider.
