Operations Manager (Domestic Waste) Role Profile

Plymouth City Council is seeking a highly capable and driven Operations Managerto lead the delivery of our essential waste collection services across the city. This is a key leadership role, responsible for managing a large frontline workforce and ensuring that domestic waste is collected safely, efficiently, and with minimal disruption to residents.
You'll be at the helm of a service that supports over 100 staff and operates a fleet of 40+ heavy goods vehicles, overseeing the collection of residual, recycling, garden waste streams. Additionally, you'll have the opportunity to shape our new weekly Food Waste collection service planned for 2026. You'll ensure resources are optimally managed, services are delivered to a high standard, and the health and safety of our crews and residents remains a top priority.
This role demands strong leadership, operational expertise, and a commitment to continuous improvement. You'll be instrumental in driving cultural change, embedding digital systems, and working collaboratively across the Council and with communities to improve recycling rates and reduce non-compliance.
We're looking for someone with substantial experience in operational management--ideally within waste services--who can lead large teams, manage complex logistics, and deliver excellent customer service. Strong performance management, communication, planning and stakeholder engagement skills are essential. The role will be predominantly based at our main depot site.
