About the Role





We are seeking a dynamic and experienced

Operations Manager - Planned Maintenance

to lead the delivery of our capital investment programme and planned maintenance services. This is a pivotal role within the Housing Assets team, responsible for ensuring high-quality, customer-focused, and value-for-money services for our tenants.

You will manage a multidisciplinary team of technical professionals, oversee the procurement and delivery of maintenance contracts, and ensure compliance with Decent Homes standards, health and safety regulations, and strategic housing objectives.

Key Responsibilities




Lead the delivery of the Council's planned maintenance and capital investment programmes. Manage and motivate a team of surveyors and specialists to deliver high-performing services. Oversee procurement, contract management, and compliance with financial and regulatory standards. Ensure accurate stock condition data and effective asset management planning. Drive service improvement through performance monitoring, resident feedback, and innovation. Represent the Council in meetings with stakeholders, residents, and external partners.

What We're Looking For





We're looking for a confident leader with:
Full membership (or working towards) of RICS or CIOB and a relevant degree. A strong background in contract/project management within housing or a related field. Excellent knowledge of building technology, asset management, and housing systems. Proven ability to manage budgets, lead teams, and deliver results under pressure. Strong communication, negotiation, and IT skills, including use of databases and reporting tools. A customer-focused, innovative, and flexible approach to service delivery.

A retrofit qualification and experience working in or with local authorities would be advantageous.

A full driving licence and access to a vehicle for business use.
