Job Description

We are seeking a highly motivated and strategic Operations Manager (Reactive Repairs) to lead the responsive repairs and void service at First Garden Cities Homes.

Job Purpose

This is a critical role with significant autonomy to build and sustain high levels of resident satisfaction by leading and driving accountability for high-performing reactive maintenance services.

Lead the responsive repairs and void service, performance managing a blend of in-house operatives and contractors to deliver high levels of resident satisfaction to time, cost and quality targets. Drive and enable a culture of accountability to residents through own team and through connections across the wider organisation. Ensure Health and Safety compliance is at the heart of service delivery excellence. Evidence best value through the continuous review of services, budgets and expenditure for responsive repairs and voids works.

Key responsibilities:

Lead and develop a high performing team operating in a matrix-style management model to drive accountability to internal and external stakeholders. Lead and support cross-team working across all departments to maximise the positive impact on homes and neighbourhoods. Take lead responsibility for discharging Awaab's Law, ensuring compliance with legislative requirements and local policy service level agreements. Accountable for the fleet management of DLO vehicles ensuring the vehicles meet required legal and servicing requirements, whilst optimising availability. Provide technical building surveying advice regarding complex ongoing repairs issues (for example structural, damp, insurance claims or drainage issues) and assist in developing ongoing strategy for improvement. Undertake operational risk analysis of all repairs service activities and ensure that effective risk control and audit measures are in place. Develop and execute team and personal development and training plans. Support the team by understanding, where necessary, surveys and inspection for repair works and for specific queries such as damp issues. Drive a culture of accountability to residents, championing and optimising the use of the Association's information technology and data resources to deliver responsive, accountable services and first-class communication. Ensure R&D asbestos surveys, certifications and all statutory health and safety requirements are carried out as appropriate for all voids and qualifying repairs. Ensure team compliance with all procurement processes, policies and Financial Regulations. Oversee the Association's Out of Hours service acting as point of escalation where required. Ensure all reactive and voids works undertaken comply with statutory obligations, including obtaining regulations and Planning Authority Heritage consents. Performance-manage contractors ensuring regular effective reviews are undertaken and contract management levers used appropriately and proportionally to underpin servicer improvement. Oversee and implement a quality management system of operating for in-house repairs delivery inspections and depot management to ensure works are being carried out safely and in accordance with risk assessments/ method statements and Health and Safety Regulations. Ensure the Association's asset register and property database are updated on an accurate and timely basis to allow for a comprehensive accurate picture of stock condition and component lifecycles. Work closely with the Planned and Major Works Manager and the Voids Co-ordinator to optimise and share resources between reactive, planned and void maintenance priorities. Produce written specifications and briefs for repairs and voids and assist with cyclical maintenance specifications/works to support the procurement of goods and services are instructed. Monitor and report on financial commitments, work in progress and completed work and take/recommend timely corrective action, where required. Ensure all relevant certification, warranties, orders, payments are recorded and managed effectively and within standing orders. Sign-off work and undertake final inspections as part of quality assurance. Are you the right candidate?

It is essential you have:

Relevant degree/Chartered Institute of Building, or equivalent work experience leading high performing repairs and maintenance services, with a commitment to take accredited professional courses for professional development. Ability to communicate accountably and with empathy to residents, colleagues and internal stakeholders. Strong leadership, people management and coaching/development skills. A strong track record of working in construction and managing day-to-day maintenance and voids service. Demonstrable track record of driving performance improvement through effective contract management. Excellent knowledge of repairs and maintenance services in housing to include regulation, legislation and best practice. Strong Information Technology skills, promoting the use of systems to drive accountable and consistent record keeping. Effective budget management skills.

It is desirable you have:

Experience in managing operatives. A full understanding and proven experience of applying H&S legislation, including the Construction Design and Management Regulations. Experience in leading/managing in a matrix-style organisation with multiple stakeholders. Repairs procurement and contract writing experience.
